Should SK officials, not only the chairman, get their monthly honoraria?

Manila, Philippines―To further enhance youth participation in local governance,

Senate Bill No. 2124 has been proposed to grant the honoraria of Sangguniang Kabataan officials, secretaries and treasures. To date, only the chairman receives the honoraria.


The amount to be given, however, shall be determined according to the availability of funding allocated to the SK officials of a barangay.


According to the proposal, the honoraria would be chargeable against the funds of the SK, subject to the guidelines issued by the Department of Budget and Management and may be augmented by the local government units through their respective local ordinances.


The senate approval of the bill on its second reading has been welcomes by youth leaders. The bill, in addition to the subject of honoraria, aims to amend Republic Act No. 10742 or the Sangguniang Kabataan Reform Act of 2015 whose amendments include utilization of SK fund.



The provisions regarding the utilization of SK fund stipulated that funding may be used only for student stipends, book and education allowances, sports and wellness projects, skills trainings, on-the-job-trainings, assistance, cash for work, livelihood assistance, environment conservation, calamity preparedness and capacity building.

A maximum of 15 percent of the SK funds will be set aside for the mandatory and continuing trainings of SK officials and members.

It was also proposed that local government units (LGUs) shall appropriate no less than one percent of its annual budget for the Local Youth Development Office primarily for the implementation of youth-related projects, programs, and activities.
