Kalinga Engineer named 4th Asia Pacific Luminare Awardee as Outstanding Young Professional Leader


Tabuk City, Kalinga – A Civil Engineer and Safety Officer at the Department of Public Works and Highways is named as another recipient from Kalinga for the 4th Asia Pacific Luminare Award.


He is the second recipient of said international recognition, after Marion Tombaga was named Exemplary and Inspiring Youth Leader of Kalinga as published here at GURU Press Cordillera on March 15.


Engr. Mandel Gup-ay, 26, and an advocate for the poor, will be conferred with the award 'Outstanding Young Professional Leader' on May 31 at the Grand Ballroom in Okada, Manila along with other prominent and significant figures in different fields in the Asia Pacific.

Among his exemplary accomplishments are several fund raising activities he initiated with his groups to help in the Covid-19 response in Kalinga.


First, upon noticing the lack of isolation facilities in the province, Gup-ay, who is a member of the Philippine Institute of Civil Engineers (PICE) Inc. Kalinga-Apayao Chapter, utilized their FB page to call for a donation.


This initiative resulted to the collection of P407, 500.00 which later turned into a 16-bed isolation facility at the athletic bowl in Bulanao, Tabuk City.



Next, utilizing the same FB page, another P50,000 was raised for relief goods for the people in Balbalan which they delivered on January 15, 2021.


Moreover, Gup-ay, using his Lakbay Kalinga FB page, was also able to raise P31,000 as support to the frontliners, people with disabilities, and senior citizens during the first lockdown in 2020. Additionally, they distributed foods and PPEs to frontline workers and senior citizens in Kalinga for 5 days.


Aside from Covid-19 response, Gup-ay with the Knights of Rizal Kalinga Chapter helped a 6-year-old boy who has a skin condition. Their group was able to source out P14,100 to help in the patient’s biopsy.

Meantime, this DPWH engineer, who is the administrator of Lakbay Kalinga, is currently calling for donation to support the indigenous students in Kalinga. Additionally, he is advising the public to never hesitate to help especially when they have the means.


“Nu willing tayo tumulong go lang ng go. Nu tumulong tayo ket dapat diay galing sa puso tapnu ma-feel tayo diay essence ti giving. And ni Apo tu ti mangbendisyon amin a mayat nga aramid tayo,” he said.
