Tabuk City, Kalinga – The Kalinga Provincial Crime Laboratory Office (PCLO) has more than one reason to celebrate as it bags the Best Scene of Crime Operation (SOCO) Team and Best Provincial Crime Laboratory Office (Category B) during the nationwide 76th Crime Laboratory Anniversary.
Plaques and awards were presented by Secretary Mark A. Villar, duly assisted by PNP Chief PGEN Guillermo Lorenzo T. Eleazar via virtual program today, May 19.
Accomplishment Worthy of the National Award
According to the Officer-In-Charge, Police Major (PMAJ) Gina Claire Bidaure-Bentican, the team was tapped to submit an accomplishment report to the National Headquarter of the Crime Laboratory.
The PCLO on March 25, 2021 then submitted a parricide case that was successfully solved and justice was served to the aggrieved party.
The incident happened at the Communication Technology Office, City Hall Compound, Tabuk City last May 5, 2016 where the victim was shot by his wife during a heated argument. The victim was later declared dead on arrival by attending physician.
The collected evidences in the crime scene were examined that resulted to a positive reaction indicating the presence of gunpowder nitrates on both hands of the suspect from the paraffin cast.
The laboratory examinations conducted by the Forensic Chemist and Firearms Examiner and the overall crime processing were recognized by the court arriving to its decision to convict the suspect on December 2020.
PMAJ Bentican said it is their first time to submit an accomplishment report for the purpose of competing and they were surprised when they were informed on May 17 that the office won the nationwide search for the Best SOCO Team.
Under Resolution No. 2021-01 recommending the approval of the outstanding offices, there were four contenders namely, Regional CLO 12, National Police District CLO, Kalinga Provincial CLO and Baguio City CLO.
After the deliberation based on submitted operational accomplishments, the Kalinga PCLO garnered the highest rating of 82.3%.
PMAJ Bentican said that though the office placed second for the Best Provincial Crime Laboratory Office last year, they did not expect to receive the award this year.
Police Lieutenant Pedrito Idulan Jr. underscored that it is fulfilling to their line of service to be able to help others and that the award is a bonus.
“The best na gift sa service namin kasi na-convict yung suspect, kumbaga nagbunga yung trabaho ng SOCO so bonus na lang sa amin yung awards na binigay ng opisina kasi at least nakapagbigay kami ng justice. Malaking bagay na rin na nakatulong kami sa pamilya,” he remarked.
PMAJ Bentican said the award serves as an inspiration for the office personnel to work harder.
“Parang inspiration din yun na makatanggap kami ng awards para gawin pang maayos ang trabaho,” she said.
