Tabuk City, Kalinga - Kalinga province’s exceptional fiscal performance in 2023 bagged another three regional awards from the Bureau of Local Government Finance—Cordillera on Tuesday, December 17, 2024—a day after the PLGU received a commendation from a national office for its excellent public communication initiative.
On said date, the BLGF-CAR conducted the Regional Association of Local Treasurers and Assessors CAR Year-End Training and Performance Assessment in Baguio City to honor the hard work made by local treasurers and assessors while fostering cooperation among the various LGUs in the region.
Kalinga, during the event, received three major awards - first place in the Collection Efficiency of Locally Sourced Revenues assessment, second in the Locally-Sourced Revenues Growth Rate and the highest in Locally Sourced Revenues assessments.
These awards emphasize Kalinga's outstanding performance in handling and expanding its local resources. At the same time, these awards also point to the province's winning financial management strategies and the seriousness of the local leaders in further strengthening the economy of the region.
Collection efficiency award
The collection efficiency award, which Kalinga bagged first place, was marked by the province's good collection of revenues coming from local sources such as taxes, fees, and charges.
This also shows that the provincial government has put in effective measures that the revenue collection processes are streamlined and optimized as well.
Locally- sourced revenues growth rate award
In the Locally Sourced Revenues Growth Rate, where Kalinga placed second, it manifests the province's capacity in terms of consistently increasing their revenue collection over time.
This is also an indicator of the province's growth in terms of the economic aspect and its ability to generate additional resources for public services, infrastructure, and other local government undertakings.
Highest locally-sourced revenues award
The second-highest locally-sourced revenues position indicates that Kalinga has a significant percentage of contribution to the overall financial sustainability of the region.
These recognitions of Kalinga's fiscal performance in 2023 are the results of the collaborative efforts and dedication of the provincial government led by Governor James Edduba, as well as the hard work of the Office of the Provincial Treasurer.
Ma. Theresa G. Basitao, Kalinga Provincial Treasurer, commended such a milestone made in coordination and harmonious working relations of many stakeholders.
According to Basitao, as reported by the province’s Information Office, these awards are reflective not only of the efficiency and diligence of the local government's financial management system but also of its partners, both public and private, in ensuring the financial health of the province.
It can be recalled that the province, on Monday, December 16, received a commendation from the Presidential Communications Office (PCO) for its excellent performance in effectively communicating with the public and engaging citizens in governance.
Kalinga received the award in the Provincial Level Public Service Campaign for its information initiative "Delivering Information with Integrity for Lumin-awa Kalinga," which helps in instilling transparency between the local government and its constituents.
