Kalinga PLGU Dept. Head Engr. Domingo Bakilan conferred with CSC Pag-asa Award

“To be an awardee is not a mission. To me, it is not a mission. I did not plan to be an awardee, I just did my work as a government employee,” these are the words of Kalinga Provincial Agriculturist, Engineer Domingo Bakilan, who was recently conferred with the prestigious CSC Pagasa Award for the individual category.


The CSC Pagasa Award is given by the Civil Service Commission to an individual or a group for their outstanding contributions that directly benefit more than a department of the government.


For almost four decades of exemplary service in government, Engineer Domingo Bakilan expressed that he didn’t think of the award while performing his job for the past years. Instead, he just gave his best in everything he does as a government employee.


He emphasized that getting a government award is not a mission, rather one must perform his or her work and job where eventually, if deserving, the reward for good performance will come.


“I work to the best of my ability, I work hard, I do the best in everything I do. The award is a reward for a good performance, so if you perform, people will discover you parang ganon,” he said.

Highlights of accomplishment


As gathered from the executive summary of his nomination, in 1982, Engr. Bakilan started working in government as an assistant instructor at the Benguet State University, where he stayed for 12 years.


In 2006, he joined the provincial government as the Kalinga Provincial Human Resource Development Officer, where he initiated the crafting of the Pagta Di Kawadi or Kalinga PLGU Citizen’s Charter that eventually led to the reformation of the human resource of the provincial government. Said Citizen’s Charter was the first to be crafted in the region and said development led to Level 2 Accreditation in all four human resource core systems of the CSC.


After 5 years, he became the Officer in Charge of the Office of the Provincial Agriculture Services (OPAS) in 2011. Under his management, several awards were given to the department, which were translated to millions of projects given to the province, making OPAS among the high-performing organizations in the provincial government up to the present.


Among the awards received under his leadership include the Outstanding Rice Achiever Awards conferred to the province in 2012, 2014, 2017 and 2018, making Kalinga as the Rice Granary in the Cordilleras.


These awards brought millions of funds in Kalinga that further developed the agriculture sector with the establishment of facilities and mechanization of farmers’ organizations. Additionally, the recognitions also opened the opportunity for the city and municipalities to win in various Agricultural Competitions.


Moreover, for the past three years, through the invigorated workforce of the OPAS, the department showed exemplary performance in areas that expanded rice production, technology and machination and in the implementation of the Philippine Rural Development Program I-BUILD and I-REAP subprojects, investing in revitalizing the coffee industry with the goal to make Kalinga as top coffee producer in the country like in the early 80’s.


Further, under his leadership as the Provincial Project Management and Implementation Unit (PPMIU) of PRDP, Kalinga was named the most Efficient and Effective PPMIU in terms of PRDP sub project and implementation in the country.


Apart from this, Kalinga topped the number of distributions of PRDP I-BUILD Sub-Project Proposals (SPP) having submitted 13 SPP out of the 35 proposed in the region. Also, under the I-REAP portfolio, Kalinga was the first and only province that was given a go signal from the World Bank Consultants to implement the ‘Kalinga Integrated Coffee Processing and Marketing Enterprise” a pilot enterprise for Luzon Cluster A.


Advice to younger government employee


When asked what he wants to tell the young employees and to those who wish to work with the government, Engineer Domingo said that while they are young, they should develop the right working attitude and that they should aim to excel in their work and to follow all the policies.


“They should perform well and of course you can only perform well if you develop your capability and of course your capacity because you cannot give what you do not have, you cannot preach what you do not know,” he said.


He also encourages the young employees to improve their skills and to study further and to attend seminars, adding that what they learn from the graduate school and seminars must be applied in their job.


Meantime, the CSC Pagasa Award recipient expressed his gratitude to the Kalinga Provincial Local Government Unit, to his colleagues at the Office of the Provincial Agriculture Services, and to Ms. Geraldine Dumallig, who nominated him to the search for outstanding government employee.
