Kalinga police explains issue on dismantling of civilian post in Tinglayan

Tabuk City, Kalinga – “Nobody should stay there... If you stay in that disputed boundary, you are claiming that the area is yours,” stated by PNP Provincial Director PCol. Davy Vicente Limmong as a response on the issue regarding the demolition of the Regional Mobile Force Battalion (RMFB) and Special Action Force (SAF) of the then-military encampment, later on used as civilian post by the Butbut tribe.


In an interview with Limmong on Thursday, February 25, 2021, he said the Police Regional Office Cordillera decided the removal of said post as the area where it is situated is under the disputed boundary.

“It was a disputed boundary so the region decided that it should be removed tapnu han manen agriri diay banger, han nga agquestion met ti other tribe, kasdiay ti rasun nu apay nga inikkat da,” he explained.


The abandoned military encampment area was utilized by the Butbut tribe allegedly to defend their community from possible attacks; however, the police provincial director said that for as long as there is no established boundary between the two warring tribes, the area should be vacated.


Additionally, on the burning done by the police, he said they only burned the garbages in the area that will hinder the demolition.

Also, when asked regarding the supposed Memorandum of Agreement initiated by Bugnay BLGU, Limmong said the MOA is needed if the content stated in it is part of the routine job of the Regional Director.


“How could you establish a MOA nu han kayu pay nagtungtung ket anya ngay ti agreement nu ibagam nga pirmaan diay banger. It seems that it’s a disadvantage on the part of the RD isunga han na nga pirmaan ngem if it’s a routine job diay nakastate idiay, we need a MOA, diay lang met,” he stated.


Meantime, Limmong emphasized that the Butbut community can build their post for as long as it is situated within their area.


“Awan met problema as long as not within the disputed area tapnu awan ti agcomplain,” he said.
