Tabuk City, Kalinga – A 19-year-old student from Barangay Magsaysay who was supposed to fly to Australia for his studies met a road accident on September 2, 2022 and later died at the Kalinga Provincial Hospital.
It is claimed that the result of the positive Rapid Antigen Test (RAT) administered by the Kalinga Provincial Hospital contributed to the death of the patient as it slowed the supposedly immediate medical attention which could have been given.
The Reverse Transcription Polymerase Chain Reaction (RT-PCR) of the patient later showed negative.
Road accident victim, Eldridge Wadi Wayet Bacud, just graduated from Senior High School and was due to travel to Brisbane, Australia last month to study as an international student and a scholar.
However, in the afternoon of September 2, while he was riding his motorcycle from Calanan going towards Bulanao, he got into a road accident along the national road at FF Cruz, Bulanao.
The accident was said to have happened when a tricycle from the opposite lane allegedly executed a U-turn between a concrete barrier and collided against his motorcycle.
Wadi was rushed to Kalinga Provincial Hospital and was treated for Traumatic Brain Injury secondary to a vehicular incident; Multiple Contusion Hematoma left frontal and left temporal lobes; Acute Subdural Hematoma left Cerebral Convexity; Fracture maxillary bone bilateral, nasal bone; and Depressed Fracture frontal bone.
Five hours later, the victim passed away due to Brain Herniation.
Result of RAT contributory to delay of medical attention
Attorney Johnny Wayet, Wadi’s uncle and the representative of the Wayet-Bacud family appeared before the Kalinga Sangguniang Panlalawigan Committee on Human Rights, Public Order and Security and the Committee on Health and Sanitation on October 13 to raise what happened to the 19-year-old victim.
During the hearing, Wayet mentioned that his nephew was subjected for Rapid Antigen Test upon admission at the KPH wherein he tested positive.
While his nephew was severely injured and was supposed to be transported to Tuguegarao the soonest possible time, Wayet pinpointed that there was a delay of prompt medical attention to the patient due to his RAT result.
He also noted that the request for CT scan took some time due to the unavailability of the ambulance for patients who tested positive with RAT. He added that the hospital staff spent some time wearing their PPEs.
“At that time, it appears that the immediate concern was his being tested positive and no longer immediate medical/surgical attention,” he said.
Wayet mentioned that Wadi was made to wait for hours since his slot at CVMC was number 25.
When Wadi passed away around 10:35 PM, the family requested for re-swabbing for RT-PCR test and the result soon yielded negative.

‘Ikabil tayo iti sarili tayo iti sapatos iti sabali’
Attorney Wayet affirmed that he came before the Kalinga board members not to blame anyone but for the betterment of the services at KPH in order for mistakes not to be repeated. He stressed that the concern is a public issue.
“Haan mi pulos naarakup dayta kaanakan mi nga bigla nga mapukaw kanyami, dakayu man nu anya iti rikna yu? Siguro masapul nu daduma ikabil tayo iti sapatos tayo idiay sapatos iti sabali nga tao tapnu marikna tayo iti mapaspasamak tapnu we do not repeat the same mistakes,” he said.
“Kaasi met iti daduma. Diay iti puntos tayo nga inmay, haan tayo nga inmay ditoy tapnu agpabasol wennu ikkan tayo pagnakman na dagita, haan,” he added.
Wayet emphasized that he hopes for a result from the KPH management as well as on the investigation which shall be undertaken by the Kalinga Provincial Legal Office.
