Kalinga Provincial NCIP forwards protest of Tinglayan IPMR to NCIP-CAR

Tabuk City, Kalinga- Provincial Director of National Commission on Indigenous Peoples (NCIP) Kalinga Atty. Catherine Apaling said the case filed by Tinglayan IPMR Hon. Alfonso Banglag was already forwarded to the Regional NCIP.


“As far as the protest is concerned, we already transmitted it to the regional office on the day that it was actually submitted to us by Mr. Banglag,” Atty. Apaling said.


The Provincial NCIP said it shall wait for the decision to be released by the Regional NCIP regarding Banglag's protest as well as comments on the Memorandum of Agreement (MOA) which pre-selected Mr. Andy Angdason as Second Municipal IPMR.

“The decision is pending so it may be prejudicial to talk for now,” Apaling added.

The Regional Director is currently rendering services to Caraga as he is handling two regions. He is expected to address the protest once he gets back to CAR.


“The Regional Director is not yet in for now because duwa ngay ti eggeman na, Caraga ken CAR ket May 1-15, adda isuna idiay Caraga so ma-addressan na lang diyay issue ni Mr. Banglag on the 16th, Apaling explained.



Filing of the protest


Banglag, on May 5, filed a case against the Provincial and Regional NCIP for alleged irregularity in the selection process of the Municipal IPMR and the validity of the Certificate of Affirmation (COA) issued by the Regional Director of NCIP-Cordillera Administrative Region (CAR) in favor of Mr. Andy M. Angdason.


Banglag claims his term of office which was supposed to end last February 13 was extended until October 12, 2021 by virtue of Memorandum Circular 599 series of 2020 granting holdover capacity to incumbent IPMRs in accordance to Presidential Proclamation No. 1021 extending the period of State of Calamity throughout the country due to COVID-19.
