Lacub, Abra under state of calamity due to heavy rains

Lacub, Abra – As a result of heavy rains brought by Typhoon Fabian and the Southwest Monsoon, Lacub, Abra incurred damages and destructions on agricultural crops, livestock, and infrastructures, prompting the local government to declare a State of Calamity on Thursday, August 5, 2021.


In a resolution approved by Mayor Nestor Bersamina on August 3, it stated that the Local Disaster Risk Reduction and Management Office (LDRRMO), in coordination with the Municipal Agriculture Office and Municipal Engineering Office reported that the estimated cost of damages on agricultural crops, livestock and infrastructures is about P12,787,300, as of July 29.


The declaration will authorize the local government to provide ‘assistance to the affected people of Lacub, rehabilitation of destroyed properties, agricultural crops, and livestock and repair/rehabilitation of destroyed/damaged infrastructure projects of the LGU using the MDRRM fund of the current calendar year 2021 and other possible sources of funds.’

These actions are being done for the municipality to recover from the devastations it incurred from the calamity.


As recalled, aside from flash floods experienced by the municipality due to swelling of brooks creeks and rivers, resulting in damages to crops and infrastructure projects, landslides also happened, particularly along Bituen, Baay-Licuan to Poblacion, Lacub Road.


Said road is the only access to entering and getting out of the municipality and as of this writing, the road is not yet passable to any type of land transportation, isolating Lacub from other neighbouring municipalities in Abra.


State of calamity as defined by Republic Act 10121 or the “Philippine Disaster Risk Reduction Management Act of 2010,” is “a condition involving mass casualty and/or major damages to property, disruption of means of livelihoods, roads, and normal way of life of people in the affected areas as a result of the occurrence of a natural or human-induced hazard.”
