List of Poor Households in Kalinga up for Validation

Tabuk City, Kalinga―Department of Social Welfare and Development through its National Household Targeting System for Poverty Reduction (NHTS-PR) or Listahanan 3 to conduct validation phase for the final list of poor households in the province.

The Listahanan Third Round of Household Assessment started on October 2019. The conduct of household assessment ended February this year and was put on hold for three months due to the pandemic. The activity resumed May for the encoding of HAFs.

DSWD Regional Team Coordinator, NHTS-PR Dexter Samidang said in an interview that the validation activity ensures the integrity of the database before sharing it with other government agencies and social protection stakeholders.

“Syempre given ang ating social protection programs ay limited ang budget so we are to prioritize beneficiaries kung sino ba talaga ang nararapat na bigyan natin ng programa, kasi bahala naman si project kung gagamitin niya or kasi meron naman silang kanya-kanyang validation dun sa ating list.

Pantawid Pamilyang Pilipino Program (4Ps) and Unconditional Cash Transfer are among those programs using the database of poor families to deliver its services for purposes that aim to assist the poor.

What is Listahanan?

Listahanan is an information management system that identifies who and where the poor are in the country. The system makes available to national government agencies and other social protection stakeholders a database of poor families as reference in identifying potential beneficiaries of social protection programs and services.

On the validation phase, the public is given the chance to review the initial list wherein they may file complaints and grievances received by the Listahanan Area Supervisors and barangay officials and can also be filed online through the Listahanan website.

As of December 2017, the Listahanan data in Kalinga has identified a total of 12,523 poor households, Balbalan with 873, Tabuk with 4,462, Lubuagan with 1,009, Pasil with 829, Pinukpuk with 2,489, Rizal with 954, Tanudan with 820, and Tinglayan with 1,087

The release of Listahanan 3 final list of poor households is expected to be available on February 2021.
