LTO-CAR tells police, enforcers not to confiscate license plates


Baguio City, Philippines – The Land Transportation Office in Cordillera reminded police officers and Public Order and Safety Division of the City of Baguio to refrain from confiscating license plates of traffic violators.


Despite Anti-Road Obstruction Ordinance of the city allowing the police to remove plates of illegally parked vehicles, the LTO argued that only LTO personnel are permitted for the removal of such, as stated under the Plate Standardization Act.

“Ti maysa nga goal na dayta is the permanency of the plate, nga iti plaka, haan nga dapat nga maikkat iti lugan because the plate is the permanent identification of a motor vehicle. Once nga inikkat tayo dayta tapos binaybay-an tayo nga agtaray diay lugan idiay kalsada, it is running and plying our public roads without any identification,” explained LTO-CAR Legal Officer, Atty. Jessie Balagot in his interview with PTV-Cordillera.


In December last year, Atty. Krystel Grace Sanchez of the same office reiterated that only LTO-deputized personnel can confiscate license plates. In response, the city council passed a resolution for the concerned offices to request for the deputation of the city’s traffic enforcers.

Meanwhile, Baguio City Police Office affirmed they will continue implementing their “Baklas Plaka” operation as well as confiscating the license of violators, in accordance with the local policy.


The removal of plates is to ensure that traffic violators will pay their dues, said the office.


“Kaya po may nagi-issue ng citation ticket from the city kasi nga po ‘yung city ordinance natin po sa coding. Kaya po nangunguha tayo ng lisensya,” stated PLT. Angeline Dongpaen, the Public Information Officer of BCPO.
