Lubuagan records zero index crimes in 2 years

Lubuagan, Kalinga – Lubuagan has remained peaceful, with zero index crimes in 2 years and few non-index crimes committed, according to PNP Lubuagan data.

Index crimes include rape, murder, homicide, physical injury, robbery, theft, carnapping, and cattle rustling. Non-index crimes are crimes in violation of special laws.

Data showed only 6 non-index crimes were recorded in 2021, and 5 cases from January to June this year. Meantime, no index crimes were logged since the second half of 2020.

According to Lubuagan Chief of Police Alexander Malasi, the incorporation of Kalinga core values - Paniyaw, Ngilin, and Bain in the police community relations (PCR) activities have greatly contributed to the maintenance of peace and order in the municipality of 9,369.

How the Core Values helped

Malasi explained that Paniyaw is the avoidance of cruel and heinous acts as it is believed that Kabuniyan, the God of the indigenous people in Kalinga, shall exact punishment. For Ngilin, this is a set of taboos that a person must not do to ensure one’s good health, including loved ones. Bain, meantime, covers the things that would uplift the honor of others and the avoidance of acts that would dishonor oneself and other people.

Malasi said that the incorporation of the said core values in their PCR activities started in 2018.

While Paniyaw, Ngilin, and Bain are inherent, Malasi said there is a need to keep reminding the people about said values. Thus, in every police community program and visit, the police include the core values as part of their lecture and conversation with the people.
