Mangaoang’s Kalinga Heritage Museum and Cultural Center Bill a signature away


Tabuk City, Kalinga – The Bill filed by Congressman Allen Jesse Mangaoang in Congress seeking to establish the Kalinga Heritage Museum and Cultural Center got the Senate’s approval on January 21, 2022 and is now at the table of the President for his signature.


Mangaoang highlighted the recent development in his anniversary message during the celebration of the 27th Kalinga Founding Anniversary this February 14, 2022 held at the provincial astrodome.


“Our province, being acknowledged to have one of the richest in customs and tradition, is deserving of a repository of its cultural heritage. I found it challenging being the Chair of the Committee of Indigenous Peoples and Indigenous Cultural Communities to establish one,” said the solon.

In his explanatory note, Mangaoang states that the museum and cultural center shall serve as an institutional medium for the collection, preservation and enhancement of the cultural, artistic, archeological, social and religious heritage of the people of Kalinga.


Citing the virtue of Republic Act No. 10561, the congressman reiterated that the province has already been declared as a Tourism Development Area and has very rich cultural heritage that has been handed down for generations.


However, due to the absence of an official repository and institution to house its historical items, Kalinga artifacts such as highly prized Chinese jars of the Ming and Yan Dynasties, the decorative beads and necklaces, the gold earrings and other traditional household items of the past, are now found in the antique shops in Metro Manila.

Having been notified of the progress of his proposed bill, Mangaoang is delighted that the institutional medium for the heritage of the Kalinga land and the people, in view of the richness of their legacies and of their relevance to their contemporary and future aspirations, in now closer to realization.


Upon the bill’s approval, a sum of P50 million shall be embarked and disbursed to the provincial government for the construction of the main building of the center.


With the assistance of the National Commission on the Culture and Arts (NCCA), Kalinga PLGU shall likewise provide supplementary budget for capital outlays and other financial and technical support to the heritage museum and cultural center.
