Twenty-six-year-old Marc Rainier Duguiang, an engineer by profession, drew admiration from netizens when he was the only councilor-candidate in the first set of councilor aspirants who acknowledged there is corruption in the City of Tabuk.
During the Voter’s Candidate forum, city councilor candidates were asked if corruption is a problem in the city, only Duguiang raised the “yes” placard.
Corruption issues have riddled the City LGU since the pandemic. Nevertheless, some politicians opt to turn a blind eye and say there is no corruption in the city.
Who is Engineer Marc Rainier Duguiang?
Marc Rainier Duguiang, also known as Renren, is the son of former Governor Atty. Macario Duguiang.
The young Duguiang disclosed that he is entering politics to continue the legacy of his father as well as make some changes in the city through a fresh outlook.
Although the decision seems sudden, Duguiang said he has been preparing for a life of public service and that the experiences he had with his father readied him for the time when he himself will be given that chance to become a public servant.
Atty. Macario Duguiang, who succumbed to a COVID-19-related illness just last year, was a long-time government servant in the province. He was the Mayor of the Municipality of Lubuagan, appointed as Regional Director of the Department of Transportation and Communication, and served as the Governor of the province of Kalinga.
Asked if there is something more that made him run aside from his father’s legacy, he said that he cannot set this apart as this has been part of his life.
“Haan ko nga mai-separate diay kasi naging part daytoy iti upbringing ko nga nakitkitak nga adda dagiti tattao nga umay agpatpatulong ken ni father ko idi ket inas-asikaso na isuda,” he said relating that the actions of his father made him realize the same calling.
Public Service is not new to the young Duguiang as his mother, Ruth Bayle Duguiang, is a government doctor herself.
“Kayat ko met nga i-offer ti sarilik, kayat ko met nga i-offer ti talent ken oras ko,” he expressed.
“I am just 26 ket kayat ko nga ag-earn ti experience iti field ko ngem idi natay ni father ko, inis-istorya dagiti tattao iti legacy na, ugali na ket isu iti nangpalagip manen kanyak iti daytoy public service. Adu iti nagibag-baga nga sapay kuma ta adda mangtuloy kuma iti daytoy nga ugali ni father ko.”
“Ti ugali gamin ni father ko uray saanen nga politics, uray naabak idin ket tumultulong latta iti kailyan,” he continued.
While Marc Rainier drew inspiration from his dad saying “diay talaga nga ugali ni father ko nga nag-revolve kanyak ti serbisyo publiko,” he knows he is yet to define his own story.
Public Service as a Youngster
Marc Rainier served as SK Chairman of Bulanao Centro for two straight years beginning in 2010 until he finished the term in 2012.
Aside from supporting youth-interesting activities, his programs back then included seminars for the youth focusing on how the young generation can establish themselves as the sector who can participate in the barangay government in making policies for the greater good.
After graduating and getting a license as an engineer, Marc Rainier in 2018 landed a job as an Engineering Assistant at the Department of Public Works and Highways Upper Kalinga.
“Adu iti naadal ko idiay maipanggep iti processes ti gobyerno from bidding, awarding, relation ti budget ken nu apay nga kasapulan dagitoy,” he related.
After some time, he applied and was accepted at a private firm, the DPJ Engineering Consultancy in 2019. This, he admitted, was where he learned the difference between the culture of a private company from the government.
From these experiences, he said, he learned to value time which leads to productivity.
“Ma-value iti oras, mas productive, mas adu iti maaramid,” he said.
Aside from these, Marc Rainer is also an advocate of environmental protection leading his fellow youth by staging events attributed to caring for nature.
In the interview, Marc Ranier said his platform is centered on improving government services for the youth, health, infrastructure, and peace and order.
He said that government service should be enhanced citing the standardization of mechanisms and procedures in implementing laws as one example.
In order to achieve, he said he shall help in crafting policies to address issues such as “backer” or favoritisms so that services will be given to those who are really deserving such as scholarships, projects, and other government programs.
He added that he will be proposing long-term projects that shall benefit the city saying “haan lang kuma nga within 2, 3 years nu di ket 100 years, pang long term.”
Asked what shall be his very first action if elected, he related that even before he filed his certificate of candidacy, he has been researching programs, and innovations of other countries, and has been studying policy-making.
“Once elected, ag-review nakun, ituloy ko nga ag-research tapnu nu nakatugaw tayon, agtrabaho tayo nga dagus. Iyaramid tayo nga dagus dagiti platform tayo. Reviewen tayo dagitoy ordinances ken resolutions nga daan, nu anya ti kaya tayo nga improve ken dagiay platform tayo nga align kadagitoy,” he concluded.
