Marijuana and Butbut-Betwagan conflict, problems to be prioritized in 2022

Tinglayan, Kalinga – The Regional Peace and Order Council (RPOC)–Cordillera will put on priority this 2022 resolving the problem of marijuana and the longstanding dispute of Butbut and Betwagan sub-tribes regarding their borders.


This is after Mayor Sacrament Gumilab raised said concerns during the RPOC meeting held Tuesday, May 24, in Baguio City.

According to Gumilab, a whole nation approach should be the medium in resolving said cases in order to completely eradicate the overdue problem of marijuana in his jurisdiction.

Several operations on marijuana eradication have been conducted by authorities in the municipality, but still, the problem of the said illegal drug is still unsolved.


Gumilab then told the council that the government failed in giving concrete solutions to the problem as even during the time of President Ramos, a lot of solutions have been presented but none of these were ‘completed by the government’.


“I believe we are not really serious... This problem has been a perennial problem before. Even during the time of President Ramos there are many solutions presented but until now it was never eventually completed by the government,” the mayor stated.

“If we have this plan, everybody should participate. Not just the PNP and PDEA, for they cannot solve the problem themselves. I want all the departments of the government to cooperate and participate for us to eliminate this problem in our municipality,” he added.


Regarding the Butbut-Betwagan conflict, Gumilab proposed during said meeting holding a convention that will serve as an avenue for the members of Butbut and Betwagan sub-tribes to sit together and discuss their differences that could possibly resolve said issue.


Said convention may be held in the month of June or July, Municipal Information Officer Larae Lactao said.
