Mayor Dickpus sends rescue and relief operation to iLubuagen Families trapped in Tuguegarao

Lubuagan, Kalinga – Reports of people in Cagayan Valley pleading for rescue filled the social media on the night of November 14, 2020 due to unexpected overwhelming flood that submerged houses in some areas of the province as a result of continuous rains brought by Ulysses.


Some iLubuagens were not spared from the phenomenon. When an iLubuagen reported that there were families trapped in Tagga, Tuguegarao amid the aftermath of Ulysses, the Municipality of Lubuagan sent their Search and Rescue (SAR) team immediately.


Upon reaching the area, the Lubuagan SAR team found 2 families with 4 minors – the youngest is a 10-year old – along the street just outside their submerged houses. The victims, according to the team, were asking for water and food.


“Talaga nga nalayus da kanu ta idi simmangpet dagiti rescuer, adda da ijay ruwar, nanagyan da ijay kalsada ti ruwar ti babbalay da. Haan da makastrek ijay uneg (ti balay da) ta kasjay garud nga naserrekan ti danum dagiti babbalay da,” related Lubuagan Mayor Charisma Anne Dickpus.


The 4 minors who are all pupils studying in Tuguegarao City were brought home to their relatives at Barangay Dangoy, Lubuagan.


The rescue commenced around 2:30 in the afternoon of November 15 and was completed at 7 in the evening of the same day.

Power outages leave students helpless especially if they are facing a deadline, which is why the doors of the Lubuagan People’s Building was opened as free charging station to the public.


“Idi Typhoon Ulysses, inyayab mi ta timely met ditoy online classes dagiti ubbing. Inpaandar mi talaga diyay genset purposely to serve dagiyay students nga na-lowbat dagiti usar da (nga) pang-online class,” related Municipal Information Officer Ansherina Rose Odiem.


During the onslaught of Typhoon Ulysses, an electric power interruption occurred on November 13 around 9 in the evening caused by tripping of line segments affecting the entire province. Because the National Grid Corporation of the Philippines (NGCP) was undetermined that time if when will power resume, Lubuagan anticipated a prolonged power outage deciding to help students with their online classes.


Mayor Dickpus said the free charging was not only open to students but teachers as well and all those who need to check and contact their families from afar.


“We try as much as we can even little to help our constituents, iyaramidan tayo ti paraan to ease their worries,” Dickpus said.


Dickpus encourages ‘Bayanihan’


Mayor Dickpus also informed that aside from the LGU assistance, iLubuagens can also send their donations – cash or in-kind – to the municipal hall for consolidation.


“I-en-encourage mi dagitoy kailyan nga taga-Lubuagan – private man wenno government – nu adda man dagijay mai-donate tayo ket i-donate tayo ta ma-consolidate ditoy munisipyo,” she said.


She added, “Ikarkararag tayo latta a isuda tapnu maka-gin-awaan da kuma met ditoy effect na. Maka-recover da kuma met nga mayat, awan kuman dagita nga flooding ta ni nabigla da gayam. Haan da piman inasahan dagijay.”


“We want our constituents to know that we are always thinking about their welfare no matter where they are. We show them that their government thinks about them karkaru iti panawen nga kakastoy,” the mayor expressed.
