Mayor Estrañero vetoes hazard pay ordinance for public social workers in Tabuk

Tabuk City, Kalinga – Ordinance No. 008, Series of 2020, an ordinance setting guidelines and procedures for the grant of hazard pay to the Public Social Workers and PSWD workers in the city authored by Councilor Zoraida Wacnang was vetoed by City Mayor Darwin Estrañero.

The City Mayor in his letter addressed to the members of the Sangguniang Panlungsod this November 16 stating, “the undersigned vetoes the Ordinance since it failed to provide where the proposed hazard pay will be charged.”

Additionally, he said it was not included in the computation for the 2021 Budget of the City Government which has already been approved.

“The undersigned is well aware that it cannot just source the fund from anywhere without violating existing laws including accounting rules and regulations, hence, this veto,” the letter further reads.

During the SP session this November 23, Wacnang said that under the Magna Carta for Social Workers, the Ordinance is mandated.

“During the Committee Hearing of this particular ordinance, I asked the City Social Welfare and Development Office if they have been including Hazard Pay even before the passage of this ordinance because remember this ordinance is mandated under the Magna Carta of Social Workers,” she said.

“So from the time that the National Law has been enacted and implemented, the hazard pay for Social Workers have been annually budgeted under the MOOE of CSWDO. That’s the manifestation of the CSWD before,” she added.

Moreover, Wacnang said that what they can do is to refer the matter first to the Committee on Rules regarding the manifestation mentioned on the letter, “so that I would have to ask the body in case adda nga agpaysu ngay iti nakabudget ijay MOOE da.”

The body made a motion to refer the matter to the Committees on Rules and Appropriation.
