Tinglayan, Kalinga – Re-elected Mayor Sacrament Gumilab has outlined plans for his third term as the municipal mayor of Tinglayan on Thursday, June 30 anchored with the tagline, “Tongrayan Umunno-unnoy”.
Gumilab bared his plans to the Ytinglayans during the Oath taking and Turn-Over ceremony held at the Tinglayan Tribal Peace Hall.
In his speech taking oath, the local chief executive vowed to pursue more development for Tinglayan and committed to continue the programs and projects his administration started in 2016.
“Annaya last term un initjon yu an saon, ipapatik tapnu merpas taku losan nan amin un arapaap tau manipud san 2016,” Gumilab said.
The plans shall focus on maintaining peace and order, construction of more road networks, continuation of the ‘Ag-agabur nan Munisipyo nan Tongrayan’ or the municipal building, the ‘Umunnoyan’ Hospital and the continuous implementation of the Pumer-asan program, among others.
On peace and order, Gumilab disclosed the Regional Peace and Order Council (RPOC)–Cordillera has made the problem of marijuana and the longstanding dispute of Butbut and Betwagan sub-tribes regarding their borders this 2022 as priorities.
Gumilab earlier proposed to the regional body a convention that will serve as avenue for sub-tribe members of Butbut and Betwagan to sit together and discuss their differences and find workable means to resolve the border issue.
The convention, as planned, will take place this July.
Gumilab Plans on Road Networks
For road networks, the local chief executive said he will continue to request for fundings from the provincial and national government offices to continue construction of roads in all barangays in Tinglayan district.
Gumilab believes the construction of roads is vital to provide better delivery of government services, boost the tourism industry, and eradicate marijuana trade in the municipality.
Tinglayan is one of the most visited towns in the province, particularly Buscalan where one of the most prominent tattoo artists in the country – Apo Wang-od resides.
Another program the mayor desires to continue is the “Pumer-asan” program.
The program is derived from a local term in Tinglayan ,’pumer-asan’ which means to be clean, and is one of the priority programs of the LGU in support of Solid Waste Management and Health and Sanitation.
This program gave the means for the municipality to win over other municipalities in Kalinga in the Search for Healthy Barangay in the last three years.
The construction of the Tinglayan Municipal Hall and ‘Umunnoyan’ Hospital
Other projects specified to be continued by the mayor are the construction of the ‘Ag-agabur nan Munisipyo nan Tongrayan’ or the municipal building and the ‘Umunnoyan’ Hospital.
Gumilab said the construction of the hospital will not only provide health care services to yTinglayans but also provide job opportunities to graduates of medical courses who are from the municipality.
The municipal building, which is now partially completed, will also be fully completed in 2024. Said plan will be prioritized for its inauguration to be made alongside the founding anniversary of the municipality in 2024.
Gumilab added he will also implement other programs which are not yet introduced in the municipality to help uplift more the lives of yTinglayan people.
Gumilab’s appeal to fellow elected municipal officials
Even with said plans, the mayor said these will not be achieved without the support of his fellow elected officials particularly the legislative branch of Tinglayan LGU.
With this, he asked them to be one with his aspiratiosn of a more developed municipality by cooperating with the executive department and supporting programs necessary for the development of Tinglayan.
He also solicited the support of his constituents to be cooperative and supportive of programs and projects the local government unit will implement.
