Pasil, Kalinga – To deliver more effective policies and perform their respective functions better, Pasil Municipal Council underwent training on effective local legislation from July 21 to 22, 2022 in San Juan, Tabuk City.
Local legislations provide LGUs avenue to craft localized and contextualized ordinances that help them in providing better services, governance and peace and order, among others.
With the two-day training initiated by Municipal Local Government Operation Officer Helen Lacuesta, the new set of Sangguniang Bayan of Pasil were given added essential knowledge and skills that they need as local legislators.
Issues on local legislation were likewise discussed and solutions presented and deliberated in said event.
Highlights of the training
On the first day, MLGOO Lacuesta oriented the council members to the roles, duties and functions of the Sangguniang Bayan, Presiding Officer, and the SB Secretary.
Parliamentary Rules and Procedure, Order of Business, Presiding, Motions, Voting, and Decorum during Sessions were tackled by Atty. Francis Calsiyao, the District Public Attorney of Tabuk City.
The day after, Secretary to Kalinga Sangguniang Panlalawigan Mathew Matbagan lectured on the Concepts of Local Legislation, Contents of the Internal Rules of Procedure, Minutes of Meeting, Committee Report, and Rules and Substantive Aspects of Ordinance/Resolution.
Policy on the formulation of the legislative agenda was further discussed by Lacuesta before the training ended.
Local legislation as a power and as a process
Matbagan defined local legislation as a power and as a process.
Local legislation, he said, is viewed as power as it refers to the sangguniang’s authority to enact ordinances, approve resolutions, or appropriate funds designed to deliver basic services and facilities and promote the general welfare.
Meanwhile, Matbagan underscored that the legislation is a process for it is the interaction of the local legislative body with the executive branch, civil society including constituent, non-governmental organizations and the private sector resulting in ordinances and resolutions which promote LGU development.
Serve public interest above personal matters
With the fundamental role played by the municipal councilors, he reiterated that the elected officials must serve the public interest above personal matters at all times.
