NDRRMC confers Tinglayan LGU the Gawad KALASAG Seal


Tinglayan, Kalinga – The Municipal Disaster Risk Reduction and Management Office of Tinglayan is one of the local government units in the province rated as fully compliant for the 22nd Gawad KALASAG Seal for Local Disaster Risk Reduction and Management Councils and Offices (LDRRMCOs).


This was announced by the National Disaster Risk Reduction and Management Council on Tuesday, November 8, 2022.

The Gawad Kalasag serves as "a performance assessment mechanism" for all LGUs as they implement institutionalization of their DRRM offices and councils as well as their plans and programs as part of the mandatory provisions of Sections 11 and 12 of Republic Act No. 10121, including other policy issuances of the NDRRMC.


With the assessment, the National Risk Reduction and Management Council and the LGUs "can properly determine the challenges gaps in their LDRRM plan implementation processes", thus helping identify the concerns to address to function more efficiently and effectively.


According to NDRRMC, those who achieved fully compliant ratings are those who generally adhere to the standards for the establishment and functionality of the LDRRMCOs.


With the recognition, Municipal Mayor Sacrament Gumilab said the LGU will be putting more effort to abide by the standards set for LDDRMCOs not necessarily for the award but for the safety of his constituents during disasters.


Other awardees in Kalinga


In Kalinga, among LGUs conferred with the same award are Tabuk City, Kalinga PLGU, Balbalan, Lubuagan, and Rizal.


In the region, the Civil Defense Cordillera reported that a total of 48 Local Government Units successfully passed the said assessment – 4 of these LGUs are beyond compliant while 44 were fully compliant.


“Beyond compliant ratings are given to those LGUs who exceeded the standards for the establishment and functionality of the LDRRMCOs as prescribed under Sections 11 and 12 of the Republic Act 10121,” Civil Defense Cordillera explained.
