Newly-elected youth officials in Tinglayan undergo mandatory training


Tinglayan, Kalinga – To prepare them for their duties and responsibilities, newly-elected youth leaders of Tinglayan underwent the Sangguniang Kabataan Mandatory Training (SKMT) on Monday, Nov. 13.


The training is a requirement for youth officials, whether elected or appointed, prior to taking their seats.


It is a mandate under Republic Act No. 10742, or the “Sangguniang Kabataan Reform Act of 2015”.

Under said law, refusal to attend mandatory training shall be grounds for disqualification or disciplinary action against the Sangguniang Kabataan officials.


Those who did not undergo said training will also be unable to participate in the federation election.


The training was spearheaded by the Local Youth Development Officer (LYDO) Viola Baculi in collaboration with the Department of Interior Local Government-Kalinga through Municipal Local Government Operations Officer Franchita Gayudan.


Serving as resource speakers were LGOO VII Kliene Chunanon, SB Secretary Noel Macaiba, and Acting Municipal Budget Officer Catherine Baculi.


Topics discussed, meantime, include decentralization and local governance, SK history and its salient features, meetings and resolutions, planning and budgeting, and the code of conduct and ethical standards.


In a statement, Mayor Sacrament Gumilab advised the youth officials to do their job diligently and to not waste the trust given to them by their fellow youth. He likewise told them to serve as sterling examples for the youth in their communities.
