‘Notice to recognize Rafael as Manager, an attempt to mislead public’-BENECO

Benguet, Philippines – The Benguet Electric Cooperative (BENECO) condemned the joint statement of National Electrification Administration (NEA) and Chairman of the Cooperative Development Authority (CDA) asking the public to recognize and transact only with Atty. Ana Maria Paz B. Rafael and the rest of the Board of Directors.


In a statement dated June 15, 2022, NEA and CDA released a notice saying Rafael ‘has been duly authorized and empowered to act for and on behalf of BENECO.’


The letter further notified the public that Engr. Melchor Licoben including the seven suspended Board of Directors namely: Esteban Somngi, Jeffred Acop, Mike Maspil, Peter Busaing, Jonathan Obar, Josephine Tuling and Robert Valentin do not have any authority to represent BENECO and act as signatories of BENECO checks.

The statement further warned that Licoben and said BODs do not have authority ‘to disburse BENECO’s funds for whatever purpose and to hire or appoint employees nor call for any Annual General Membership Assembly (AGMA), Annual Regular General Assembly Meeting/s (ARGAM) and Information Education Campaigns (IEC).


Atty. Somngi’s response


“The joint statement is a brazen attempt to mislead the public and BENECO's member consumer owners (MCO),” this is what Chairperson, Atty. Esteban Somngi and the said directors have to say in response to the joint statement of NEA and CDA.

“We condemn such dysfunctional activities that seek to create a divide among us as member consumer owners of BENECO,” they added.


They claimed that the BODs including directors James Aclopen, Luke Gomeyac, Enrique Moresto and Rocky Aliping unanimously named and appointed Engr. Melchor Licoben as the General Manager of BENECO in April 2020.

The appointment of Atty. Rafael as GM by NEA, they reiterated, has been assailed before the Court of Appeals.


“Dear MCOs, DO NOT BE MISLED,” called the Somngi and directors, stressing that it is certainly not them who violated the law.
