P98.54M Besao, Tadian DA-PRDP road connecting Ilocos Sur, NOW open

Besao, Mt. Province – The P98.54 million-worth Besao-Nacawang and Tadian Mabalite farm-to-market-road sub-project - Segment 1, after having completed recently, has been turned over today, July 29, 2021.


The 8.938 kilometer road improvement project is now serving around 18,357 residents from the different barangays of Besao and Tadian, including the municipality of Quirino, Ilocos Sur through safe and fast delivery of agricultural products from the two towns as well as the other municipalities to the market.


Reports from the locality reveal that residents had struggled with the previous poor road condition as they experienced difficulty in the delivery of their produce that resulted to reduced market price.


During rainy seasons, landslides were also a common problem that, at times, it could take three to four days of clearing before it could be passable.


Now that the road is improved and concreted, buyers can now directly go to said areas to haul their agricultural products.

“With the road improvement, slope protections were constructed to prevent landslides and if it happens, the road will not be entirely closed. People even continued to farm as we are now enjoying a smooth 40-minute drive to reach barangay Kin-iway as compared before,” Charlie Mangayen narrated in an interview by DA-PDRP published on June 23.


As recalled, the Department of Agriculture’s Philippine Rural Development Project (DA-PRDP) road project was proposed and approved to support the Mountain Province Arabica Coffee Enterprise at Barangay Kin-iway in Besao and its satellite coffee-buying station situated at Poblacion Tadian, a project implemented through the same agency.


The FMR project is funded by the World Bank (80% loan proceeds) with counterparts from the national government through the Department of Agriculture (10%), and the provincial local government of Mountain Province (10%).


Present during the turn-over were Governor Bonifacio C. Lacwasan, Jr., DA-CAR OIC-Regional Executive Director Cameron P. Odsey, PRDP Project Support Office (PSO) North Luzon Deputy Project Director Elma S. Mananes, Vice Governor Francis Tauli, Besao Vice Mayor June Lopsoten, other MLGU Besao officials, barangay officials, beneficiaries, contractors, and DA staff.
