Pasil, Kalinga conferred 3 national awards for improvement, innovation, efficiency

Pasil, Kalinga – Significant improvements have been observed by the Department of Trade and Industry in the municipality of Pasil, under the administration of Mayor Alfredo “Chao-ig” Malannag Jr., thus the decision to recognize the efforts of the MLGU.


In its annual Cities and Municipalities Competitive Index (CMCI) ranking, the agency recognized the Municipality of Pasil as the 9th placer in its Innovation pillar, 17th in Government Efficiency, and 20th Most Improved Local Government Unit among all those under 5th to 6th class municipalities nationwide.


Accompanied by his constituents, with the directors and officers of DTI-Kalinga and DTI-Cordillera, Malannag Jr. received the three national accolades during the awarding ceremony held in Baguio City this Wednesday, Dec. 07, 2022.

Indicators of the CMCI ranking


The Efficiency pillar of the CMCI ranking refers to the quality and reliability of government services and government support for effective and sustainable productive expansion. This factor looks at a government unit as an institution that is generally not corrupt; able to protect and enforce contracts; apply moderate and reasonable taxation and is able to regulate proactively, the CMCI official website explains.


The pillar is divided into 10 indicators: Compliance with National Directives, Presence of Investment Promotions Unit, Compliance with the ARTA Citizens Charter, Capacity to Generate Local Resources, Capacity of Health Services, Capacity of School Services, Recognition of Performance, Getting Business Permits, Peace and Order, and Social Protection.


The innovation pillar, on the other hand, deals with the ability of a locality to harness its creative potential to improve or sustain current levels of productivity. It hinges mainly on the development of creative capital which are human resources, research capabilities, and networking capacities.

The pillar’s indicators are: Start Up and Innovation Facilities, Innovation Financing: R&D Expenditures Allotment, STEM graduates, Intellectual Property Registration, ICT Use: E-BPLS Software, Internet Capability, Availability of Basic Internet Service, Online Payment Facilities, ICT Plan, and New Technology.


In terms of improvement, the municipality recorded 82 overall improvements, from ranking number 103 in 2021 to 21 in 2022, therefore making it to the 20th place.


Pasil LGU to sustain and improve performance


In a statement made through his social media page, Mayor Malannag Jr. extended his gratitude for the support that the provincial and regional DTI offices have been providing. He likewise conveyed that achieving the awards would not have been possible if not for the efforts and cooperation of his constituents.


“These three national awards prove our competitiveness and we shall further work to sustain and improve our performance. Thank you, DTI-Kalinga and DTI-Cordillera. Chumilang Pasil!” said the mayor.
