Pasil LGU intensifies campaign against minors driving

Pasil, Kalinga - To protect and ensure the safety of minors from the risk of driving motor vehicles, the Local Government Unit of Pasil is reinforcing the implementation of Municipal Ordinance No. 2019-06.


The ordinance, authored by Councilor Ronnie Bawalan, prohibits minors or individuals under the age of eighteen years from driving motor vehicles that include motorcycles, tricycles, vans, utility mini-buses, electric cars, private cars, jeepneys, trucks, among others.

Bawalan, in an interview, said the prohibition was passed by Sangguniang Panlalawigan chaired by Vice Governor Dave Odiem in November 2019. This, he explained, is based on Presidential Decree 603 or “The Child and Youth Welfare Code.”


Bawalan said the law has been disregarded by the youth and stakeholders concerned since most vehicular accidents involve minors driving.


“Makita gamin ditoy ket mostly a ma-aksidente ket dagituy youth nga awan pay iti license da ken nu maamwan ket haan da pay nga inpakada ti kinbagi,” says the councilor.

With the observation, Bawalan along with Pasil Philippine National Police (PNP), under the supervision of Police Lieutenant Benjo Torres, conducted Information Education Communication (IEC) dissemination of the ordinance to various barangays.


The team started the IEC at Barangay Guina-ang last week and to Barangay Ableg this July 16. They will be heading to Colayo this July 21-23.


“Daytoy ket tapnu ma-inform ken ma-remind dagiay youth, parents, barangay officials, ken dagituy agipatungpal ta medyo malipatan dan. Nu malpas daytoy IEC ket at least awan tu ti problema,” Bawalan said.


According to Bawalan, next to the IEC would be a youth summit. After that, the full implementation of the ordinance.

Penalty of minors driving motor vehicles


Section 5 of the ordinance specifically authorizes the Pasil Philippine National Police (PNP) to apprehend, confiscate, and impound motorized vehicles driven by minors at the PNP Station. The motorized vehicle will only be released at the time the penalties imposed are paid.


A payment of P2,500 shall be paid by the parents, guardians, or owners of the motor vehicle used by the minor violator.


The Municipal Treasurer or its authorized representative shall issue official receipts for payment of penalties.

Bawalan appealed for the parents not to allow their minor children to buy and drive vehicles, instead focus on technological devices like laptops that are beneficial for the current mode of study.

“I-encourage mi kadagituy youth karu ta maki-pinaspas da, haan da ammu nga adda ti masabat da nga aksidente. Daytoy motor ket masapulan da metlaeng nu dumadakkel da nga ammu da ag-precaution,” Bawalan added.
