Pasil Mayor Malannag Jr. leads Kalinga mayors in LMP Nat'l Assembly 2023

Pasil, Kalinga – The President of League of Municipalities of the Philippines (LMP) – Kalinga Chapter, Mayor Alfredo “Chao-ig” Malannag Jr. of Pasil led the other municipal mayors in Kalinga province during the two-day LMP General Assembly 2023 at the Manila Hotel.


Held on February 21 and 22, the national event attended by hundreds of mayors was pursuant to Section 3, Article VI of the Constitution and LMP By-Laws, as provided in Memorandum Circular No. 2023-007 of the Department of the Interior and Local Government.

Mayor Malannag Jr., who is also an official member of National Executive Committee as the National Assistant Treasurer, relayed that President Ferdinand “Bongbong” Marcos Jr. underscored issues arising from the proposed amendments to Executive Order No. 138.


Signed by former President Rodrigo Duterte on June 1, 2021, EO No. 138 orders the full devolution of the provision of basic services and facilities to LGUs, in line with the Supreme Court’s Mandanas-Garcia ruling.


To recall, the Supreme Court ruled in 2018 that the share of LGUs is not only limited to the tax collected by the Bureau of Internal Revenue (BIR) but also includes the share of tax from the Bureau of Customs (BOC) and other tax collecting agencies.


With some issues emanating from some proposed amendments, the president empathized with the local chief executives as he had been a governor himself so he knows the problems of LGUs. President Marcos, said Malannag, assured the best ways to address issues from the implementation of Mandanas ruling are being studied carefully.

Also discussed during the general assembly were the challenges faced by the mayors and measures to improve the delivery of service to their respective areas of jurisdiction.


Vice President Sara Duterte who is concurrently education secretary likewise graced the event. She made emphasis on the LGUs’ support towards quality education which he said is hinged on the quality of teachers being hired.


The LMP general assembly is a nationwide conference serving as an avenue for municipal mayors to share ideas on local development. This year’s theme was "Strengthening Municipal Capabilities around Autonomy and Fostering Resiliency."


Joining Malannag in the event were Tanudan Mayor Jaedicke Rhoss Dagadag, Tinglayan Mayor Sacrament Gumilab, Balbalan Mayor Almar Malannag, Lubuagan Mayor Joel Tagaotao, and Rizal Mayor Karl Baac.
