Pasil, Kalinga - The Municipality of Pasil under the leadership of Mayor Alfredo Malannag Jr. outranked all other municipalities in the Philippines on the year-on-year growth in Locally Sourced Revenues (LSR) for Fiscal Year 2019.
From P830,038.09 LSR in 2018, the municipality recorded P12,800,628.43 in 2019 thus, garnering a 1,442.2% growth rate.
The data was based on the Quarter 4 FY2019 electronic Statement of Receipts and Expenditures (eSRE) reports submitted by the Local Treasurers as evaluated by Local Financial Data Analysis Division (LFDAD) of the Bureau of Local Government Finance (BLGF) with further verification of BLGF-Cordillera.
Factors affecting the revenue increase
In an interview, Municipal Treasury Officer Estemson Barcellano revealed the payment of Chevron, a geothermal energy producer, significantly contributed to the increase in revenue.
According to Barcellano, like any other company seeking to explore within the municipality, Chevron shall pay its exploration fee annually but the company ‘denied paying for 5 years.’
The Treasury Office ‘had a hard time collecting’ until 2019, resulting in a great leap in collection rate.
However, the increase, according to Barcellano, was not mainly caused by Chevron, but so by the payment of local business owners and other taxpayers.
“Adda met ti increase ti local taxes mi because we continually collect business taxes, contractors’ taxes kasdiay so adda met a ti contribution ti local collections. That excludes the internal revenue. Collections from fees and charges lang dayta,” the treasury official said.
Barcellano added that in terms of collecting, they do not wait for people to come and pay their taxes; they go house to house.
“We are going house to house every now and then kasi adayo ti munisipyo karkaru idiay Colayo ken tapnu han met a nga mataktak dagiay tattao piman nga apan agtrabaho so even me for that matter, mapmapan kami ti barangays,” he explained.
As a way of appreciating the taxpayers, the treasury office is announcing their names through ‘Radyo Kasalip.’
Recognition awarded to Pasil for the revenue growth
This October 6, 2021, Mayor Malannag received the Certificate of Achievement, which was supposed to be given on February 26, 2021, but was delayed due to the pandemic.
In his social media post, Malannag acknowledged the ‘dedicated employees’ mentioning Barcellano ‘and his angels at the Municipal Treasury Office.’
“Your dedication has paid off. You made it again! I am constantly impressed by your performance. Your excellent performance is an inspiration to all. Thank you and keep up the great work,” Malannag posted.
The municipal mayor likewise expressed gratitude to ‘all the team players of Pasil LGU for making the award possible.
