Pasil Youth Leaders train as agents of peace and development

Pasil, Kalinga – In a province that value harmony and peace as a means to keep conflicts from escalating to bloody confrontations, there is a need to train young people to ensure continuity of the works of their predecessors.


With the theme, ‘Unleash and Empower the Potential of Tomorrow’s Leaders,’ around 113 youth leaders were given lectures, seminar, and workshop on leadership as well as other important topics and issues which concern them and the community at the Youth Leader Summit held at Pasil Central School in Amdalao.


From August 13 to 15, 2021, the participants were immersed in various activities to prepare them in becoming agents of peace and development.


Lieutenant Cherry Ted Arcilla of the 50th Infantry (Defender) Battalion, Philippine Army disclosed that the summit was initially planned for the youth in Guina-ang being identified as a Communist Terrorist Group (CTG) – affected barangay.

However, the Local Government Unit of Pasil under the leadership of Mayor Alfredo Malannag Jr., decided to make the activity municipal-wide to involve other youth delegates since they have a crucial role as the government’s partner in preventing terrorism and violence in the locality as a whole.


“So itong youth leadership summit natin ma’am, isa rin sa requirements natin na tinitingnan prior na ma-declare na cleared barangay itong Ending Local Communist Armed Conflict (ELCAC) barangay na Guina-ang,” Arcilla added.


The three-day activities include lectures and workshops on nationalism, illegal recruitment of Communist Party of the Philippines - New People's Army - National Democratic Front (CPP-NPA-NDF), and anti-illegal drug campaign discussed by the Bureau of Fire Protection (BFP) and Philippine National Police (PNP).

Youth delegates were likewise briefed on “gender awareness and development or lesbian, gay, bisexual, transgender, and queer (LGBTQ+), customs and traditions, and Alternative Learning System (ALS).”


During the evening, spiritual activities were conducted.


With their newly acquired leadership skills, the participants are then expected to take the initiative to share what they learn and apply the same in their respective barangays.


The Kalinga-Apayao Youth Organization (KAYO) spearheaded the event in partnership with the LGU of Pasil, 50th Infantry Battalion, Pasil Municipal Police Station, 2nd Kalinga Provincial Mobile Force Company, PNP-SAF 141 Special Action Company, 1503rd Regional Mobile Force Battalion, and Department of the Interior and Local Government.
