Peace and Order Councils of Aguinaldo, Alfonso Lista, and Mayoyao in Ifugao awarded recognition

Ifugao, Philippines – The municipal councils of Aguinaldo, Alfonso Lista and Mayoyao were recognized by Ifugao provincial Department of the Interior and Local Government for having Functional Peace and Order Councils (POCs) for the year 2019 and 2021.

This means the municipalities have high affectivity rates in maintaining peace and public safety within their jurisdiction.

The department, through its social media post, said the functionality of councils in the municipality were assessed through the recently concluded POC Performance Audit.

For the 2019 audit, only Hungduan and Lagawe were not able to make it to the list of functional POCs in the province.

Hungduan, however, was able to perform well the following years, making it to the list in 2021 audit. Lagawe, on the other hand, is still working for its inclusion.

What does Functional Peace and Order Council mean?

To be labelled as functional council means the POC and its secretariat is able to create an enabling environment among its members to harmonize and effectively implement peace and order and public safety activities.

It likewise signifies that the POC was able to collaborate with law enforcement agencies and the community to fight criminality, illegal drugs, insurgency, and violent extremism.

Guidelines

Based on memorandum circular of the department, the performance audit process for 2019 and 2021 was guided by five pillars namely, organization; meetings; policies, plan, and budget; reports; and innovations.

The department noted that the last pillar was considered as a “bonus” pillar for the 2021 performance audit.

General supervision of functionality of lower POCs was added to the pillar for said year audit.

2020 performance audit cancelled

The performance audit for calendar year 2020 was not conducted due to the suspension or cancellation of projects, programs, and activities of POCs and the relocation of their funds for COVID-19 response.
