Public told to report police misconduct through E-Sumbong – Kalinga PNP


Tabuk City, Kalinga – Anyone who wish to directly file their complaint against crooked cops and unit commanders of Philippine National Police may use the newly launched E-Sumbong system, says the Kalinga Police Director.


In an interview, PCol Davy Vicente Limmong reiterates that the people are given the option to utilize various police hotlines from the lower to the national headquarters, and if they are more comfortable to direct their complaints to the PNP Chief, they can now use the E-Sumbong.

Limmong explained that the system is an enhanced complaint referral and monitoring system that accepts reports and concerns of the people across the country through SMS hotlines, social media, e-mail or through a Quick Response or QR scanning method.


Moreover, he added that compared to the previous complaint desk or hotline of the Chief PNP, the E-Sumbong is faster, because upon receipt and validation of the complaint, it will be sent back to the concerned police stations for immediate action. Additionally, the action taken will be monitored by the commanders and the Chief PNP himself.


“Kapag may na-receive na complaint doon sa area mo, bibigyan ka ng kopya kaagad, same kopya so we have to take action immediately. So parang mas mabilis lang siya and after that we have to give feedback directly idiay national head quarters and they will send back a feedback answer to the complainant,” he explained.



For urgent assistance, Kalinga police advises public to utilize nearest police station hotlines


However, if the concern of the public requires urgent assistance, response, and help from the authorities, they should text or call the hotlines of the nearest police stations so the police concerned will directly and immediately get notified and act on it.

“Yes, adda kanyada (to choose) but if you are complaining about the unit itself, pwede nga E-Sumbong [sic], pwede don pero kung magpapatulong ka o magpapa-responde, tawagan mo lang o i-text ‘yung concern hotline ng station,” he said.


Meantime, the E-Sumbong was launched by PGen Eleazar this Monday, May 17, saying, it is a work in progress.
