Public transport in Kalinga 'say goodbye to plastic dividers'


Tabuk City, Kalinga – Following the declaration of Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), putting Kalinga in Alert Level 1 from March 1 to 15, 2022, Governor Ferdinand Tubban issued an order easing the restrictions in the province.


One of the instructions in the order is the doing away of plastic barriers in public transport.


Under Executive Order No. 2022-13 signed by Tubban on Tuesday, March 1, 2022, the use of acrylic and/or plastic dividers in public transportation are no longer required. Additionally, public vehicles shall be at full seating capacity.

The Safe, Swift and Smart Passage (S-Pass) travel management system shall not be required for inter-zonal travels.


Everyone can now undertake intra-zonal and inter-zonal travel without regard to age and even comorbidities.

Proof of full vaccination required


The provincial government further requires proof of full vaccination before entry in indoor establishments with closed spaces, crowded places, and close-contact settings, except for children ages and below.


For outdoor or al fresco dining and take out channels, no proof of full vaccination is required.


Establishments allowed to operate


All establishments, persons, or activities are allowed to operate, work, or be undertaken at total on-site or venue seating capacity, provided these are consistent with minimum public health standards.


Establishments are no longer required to set-up isolation facilities within the workplace.

The use of digital contact tracing, such as StaySafe.PH application, is optional for all the agencies and establishments.

All private offices and workplaces, including public and private construction sites, may operate at full capacity, consistent with national issuance on vaccination requirements for on-site work.


The offices may continue to provide flexible and alternative work arrangement as deemed appropriate based on function or individual risk.


Agencies of the government shall also adhere to 100 percent on-site workforce. Off-site work shall be under such work arrangements subject to relevant rules and regulations issued by the Civil Service Commission and the Office of the President.

On face-to-face classes


Face-to-face classes for primary education shall be subject to approval of the Office of the President.


Kalinga Province to continue implementing COVID-19 preventive measures


Despite the easing of restrictions, the province remains steadfast in ensuring safety thus, the strict enforcement of minimum public health standards, especially the uniform implementation in high-risk areas such as healthcare settings, wet markets, supermarkets, government offices, workplaces, at home among others.

The provincial government shall also continue its improved implementation of engineering and administrative controls, especially ventilation standards and actions against crowding and gatherings.


Moreover, the PLGU shall continue with its vaccination sessions utilizing both fixed-site and outreach service (H2H or ‘Suyod’) delivery methods and provision for additional vaccination sites.
