PWDs are driving force of society - Balbalan Mayor Malannag

Balbalan, Kalinga – Just like any other sector of society, persons experiencing physical, intellectual, or sensory impairment and medical conditions or illnesses are the driving force for sustainable advancements.


This is according to Almar Malannag, the Municipal Mayor of Balbalan in Kalinga province.


Malannag administration has been equalizing opportunities in the locality, persons with disabilities included, as the local government values all people, regardless of status or situation.

For those confined to bed by impairment, condition, or illness, the town earlier passed an ordinance, granting them monthly financial aid to offset their family’s expenses. The LGU will soon add other assistance as it generates higher revenue, reports the local information office.


In time for the 45th National Disability Prevention and Rehabilitation Week celebrated last month with the theme, “Person with Disabilities Accessibility and Rights: Towards a Sustainable Future where No One is Left Behind”, PWDs in town were gathered by the Municipal Social Welfare and Development Office at the municipal hall.


During the event graced by Mayor Malannag and Vice Mayor Rowina Damian, services such as dental and medical check-ups, and blood tests were provided to the sector by the Rural Health Unit.

Provincial PhilHealth Officr Romel Aranca likewise took time to be with Balbalan PWDs. In his talk, he reiterated the services offered by the tax-exempt government corporation.


In 2019, then-President Rodrigo Duterte signed into law Republic Act 11228, providing for the mandatory PhilHealth coverage of all PWDs. The law that amended RA 7277 or the “Magna Carta for Disabled Persons” states PWDs have automatic coverage under PhilHealth's National Health Insurance Program.


Also, exclusive packages are to be offered by PhilHealth to address the health and development needs of PWDs.


PhilHealth IDs were distributed to newly-registered PWDs and all members of the sector shall be given the same, according to Aranca.


On his part, Mayor Malannag recognized their contribution and assured them that they are part of the LGU’s plans and initiatives, so necessary interventions will be provided to further develop their potentials.
