Santa Marcela, Apayao recognized as national 2023 ADAC Awardee, receives P.1M cash

Santa Marcela, Apayao – The Santa Marcela Anti-Drug Abuse Council (ADAC) has been recognized by the Department of the Interior and Local Government (DILG) for its exceptional performance in the implementation of ADAC's prescribed functionality indicators this 2023.


This award is given by DILG to ADACs of municipalities, cities, and provinces for their exemplary efforts for anti-drug eradication.


Previously, ADAC Santa Marcela was one of the top nine municipalities in Cordillera that was honored, along with the municipality of Calanasan.

Said 2023 ADAC Performance Awarding program was held last November 22 at the Crowne Plaza Manila Galleria in Quezon City.


Municipal Local Government Operations Officer (MLGOO) Mary Beth A. Micu conveyed that the ADAC is a multi-sectoral body responsible for the creation and execution of local anti-drug abuse programs, projects, and activities in the community, wherein its efficiency is determined by the mandated functioning indicators as well as its support for the reduction of affectation in its jurisdiction, as based on Section VII of DILG-DDB JMC No. 2018-01.


Micu added that an ADAC may only be eligible for the award if they met the eligibility criteria, which include: an overall performance score in the functionality audit of 100 points (high functional), the LGU not having any seriously affected barangays for the audit year 2022, and the Local Chief executive shall not have been included in the drug watch list.


ADAC focal person Elaine Grace S. Balnao and MLGOO Micu received the award which included a plaque and a P100,000 cash prize.


Meanwhile, Mayor Evelyn Martinez said that such recognition has strengthened the administration's advocacy for anti-drug efforts in the locality. She likewise commended the council and the Sanggunian Bayan, which is chaired by Vice Mayor Rolly Guiang, for their collaborative efforts in eradicating illegal drug use through effective interventions.
