Santa Marcela LGU receives PSA's 2022 Community-Based Monitoring System


Santa Marcela, Apayao - The Philippine Statistics Authority - Apayao successfully delivered the 2022 Community-Based Monitoring System (CBMS) data to the Local Government Unit (LGU) of Santa Marcela on Thursday, January 11, 2024.


The collected data, according to the agency responsible for providing comprehensive and reliable statistics crucial for local development planning, includes demographic characteristics, migration, education, economic factors, community engagement, health, family income, consumption expenditure, food security, formal financial accounts, negative shocks, disaster preparedness, internet access, public safety, social protection programs, water, sanitation, hygiene, and housing characteristics.


In her message, PSA CAR Regional Director Villafe Alibuyog emphasized that the CBMS focused on generating and analyzing substantial data to enable government officials to formulate effective policies and programs at the local level.


She also expressed gratitude to the Provincial Government of Apayao for its significant contribution to the CBMS's success in the municipality.


"I learned that the provincial government has provided funds for its implementation; the funding alone signifies our government officials' understanding of the importance of data," underscored the Regional Director.


CBMS operates by identifying and analyzing targeted beneficiaries in the barangays for relevant and necessary information, aimed at poverty alleviation.


The data collection occurred from November 2, 2022, to January 20, 2023, and was processed from February 27, 2023, to October 31, 2023, covering a total population of 13,792, with 3,386 responding households across the 13 barangays.


The data revealed that 26.5% (897 households) lacked internet access, and 8.3% (281 households) still did not have electricity.


Additionally, 10.4% of households sourced water from unprotected sources like open-dug wells. While 90.22% had basic sanitation facilities, 287 shared facilities, 24 had unimproved sanitation, and 20 practiced open defecation.


A significant portion of households (30.33%) expressed concerns about not having enough food in the past 12 months. In terms of security perception when alone, 92.9% felt safe, while only 0.6% were afraid to walk alone at night.


The leading cause for school non-attendance for both sexes was lack of interest, with 31.42% in males and 9.05% in females aged 16 to 24.


Regarding employment rates for ages 15 and above, 94% of males and 91.3% of females were in the labor force.


All 13 barangays in the municipality have a Disaster Management committee responsible for disaster preparedness.


Mayor Evelyn Martinez recognized the significance of CBMS data, stating that the results are an essential tool for developing interventions, which, together with the LGU and barangay officials, aim to implement.


"Dakkel nga tulong ti CBMS tapno maited ti kusto nga tulong kadagiti constituents tayo, and it will be a convergence of other agencies' commitments for further assistance," the mayor stated.
