Signature campaign backing Cordillera autonomy to be held this October 17


Tabuk City, Kalinga – To intensify the quest for the region’s self-governance, a signature campaign will be launched this Monday, October 17, 2022 at the Kalinga State University – Bulanao campus.


The launching of the signature campaign will be conducted alongside the Cordillera Autonomy Regional Summit, according to the Chairman of Committee on Regional Summit for Cordillera Autonomy Marilou Alngag.


In a meeting joined by the media, PNP, NCIP-Kalinga and KSU personnel held Friday, October 14, Alngag said the move is in support to House Bill 3267 establishing Cordillera Autonomous Region filed by Cordilleran lawmakers before the 19th Congress.

The signature campaign, if supported by IPs, will be used to convince President Ferdinand Marcos Jr. to prioritize the passage of the autonomy bill into law.


With this, Alngag is soliciting the support of the public to participate during the launching of the signature campaign.

What is HB 3267?


House Bill 3267 is the bill refiled last August by Congressman Allen Jesse Mangaoang along with Maximo Dalog Jr. of Mountain Province, Menchie Bernos of Abra, Eleanor Bulut-Begtang of Apayao, Mark Go of Baguio City, Eric Yap of Benguet, and Solomon Chungalao of Ifugao before the 19th Congress.


HB 3267 states the proposed law aims ‘to establish an effective political entity, provide for its basic structure of government in recognition of the justness and cause of the people of the Cordillera, their fundamental and constitutional right to self-determination and the faithful pursuit of the duty to protect, conserve and develop their patrimony and cultural heritage in order to secure for themselves and their posterity, the preservation of their identity and posterity, and the attainment of meaningful and effective governance.’


If passed into law, a plebiscite will be held covering Abra, Apayao, Benguet, Ifugao, Kalinga, Mountain Province and Baguio City not later than six months after the new law takes effect.

Update on the bill


In an earlier statement by Congressman Mangaoang, he said he already talked to Representatives of 1st and 2nd District of Ilocos Norte Angelo Marcos Barba and Ferdinand Alexander “Sandro” Marcos regarding the move.


The solon is also anticipating a possible meeting with President Ferdinand Marcos Jr. regarding the bill.
