Sta. Marcela, Apayao teachers and learners now have access to DOST-Digital Library STARBOOKS


Sta. Marcela, Apayao - Five Public Schools in Sta. Marcela, four elementary schools and one secondary school, have been granted five units of Science and Technology Academic and Research-Based Openly Operated Kiosks (STARBOOKS) digital library by DOST-CAR this July 11, 2022.


STARBOOKS contains vast digitized science and technology resources, and innovative materials which come in various formats readily accessible to its users specifically school teachers and their learners.


Moreover, STARBOOKS' resources, as claimed by DOST-STII, were ensured of appropriate alignment with the DepEd's curriculum.


The grant, seen as an important ingredient to reduce the digital divide in said town between the haves and the have-nots, was done through a ceremony at the Municipal Clubhouse of LGU Sta. Marcela.

DOST-CAR, through the Provincial Science and Technology Office of Apayao (PSTO), turned over the STARBOOKS units to Consuelo National High School, San Juan Elementary School, Panay Elementary School, Nueva Elementary School, and Emiliana Elementary School.


Said schools have been identified as having limited access to science and technology resources. Hence, each school was privileged to own one (1) unit of STARBOOKS.


Meanwhile, DOST-CAR in partnership with PSTO and LGU Sta. Marcela provided one-day training on the operation and maintenance of STARBOOKS for the school personnel and users prior to the turnover program.


STARBOOKS is a stand-alone information source that aims to reach those in geographically remote and economically challenged schools and communities with limited or no access to Science and Technology information resources.


STARBOOKS was developed by Science and Technology Information Institute (STII) under the DOST and was first launched last June 2011.


According to PSTO, "the project is under the Human Resource Development Component which belongs to Community Empowerment through Science and Technology (CEST) project in the municipality."

Mayor Evelyn Martinez welcomed the development and expressed thanks for the educational aid to the schools in her town.


In an interview, the Mayor, a supporter of youth empowerment through inclusive education, emphasized the importance of learners’ exposure and access to digital technology and science as these are the main drivers of progress in this present world and a must need to learn by students.
