Sta. Marcela, Apayao – The Local Government Unit of Sta. Marcela headed by Mayor Evelyn Martinez, in its bid to promote ecological solid waste management in the locality, kicked off its TARNAW award by conducting its first round of assessment from January 26-27, 2023.
TARNAW stands for the Ilokano tagline ‘Taripatuen ti Aglawlaw, Responsable Nga Pinangidaulo, Aywanan ken Wanawanan’.
Said program by the municipal government was institutionalized in 2022, according to Benjamin Vega of the Municipal Environment and Natural Resources Office.
According to Vega, the program serves as the monitoring and evaluation tool of the municipal government on the compliance of the 13 barangays in the implementation of Republic Act 9003 or the Ecological Solid Waste Management Act of 2000 as well as their leadership in good governance.
With said contest, the local government is awarding during its Founding Anniversary on June 17 a total of P500, 000 to the major prize winners in the form of priority community development projects.
The first prize winner will be receiving P250,000, the second placer – P150,000, and the third prize winner – P100,000.
Consolation prizes will also be given but the amount is still uncertain, according to Vega, as they still have to talk about it in a meeting which is yet to be scheduled.
“Kumita kamin tu ti mabalin nga pondo tapnu adda maited para kadagituy consolation prize winners” Vega said.
Assessment of participating barangays
During the evaluation, assessment team from different national line agencies in the locality will have to look at two factors in determining the winners.
Criteria for choosing the winner include good governance and service delivery.
Good governance indicators pertain to the presence of plans, budget support for social services and infrastructure, implementation of the full disclosure policy, and presence of functional barangay-based organizations or committees.
Moreover, there should be an established barangay LGU office, the presence of the ordinance and its implementation, and best practices with complete documentation.
The service delivery, meantime, will look into the availability of water supply, sanitary toilets with waste disposal systems, materials recovery facility, income generation, peace and order, and public safety programs, provision of services to its constituents, among others.
Vega relayed that the second round of assessment will be held the first week of April while the final round is on the first week of June.
