Suspect in Tuguegarao shooting incident faces charges


Tuguegarao City, Cagayan – A third-year medical technology student will be facing charges for frustrated homicide and violation of the election gun ban following the shooting incident that transpired at the parking lot of a university in Tuguegarao City, Cagayan, on Monday, Nov. 13, 2023.


The suspect, identified by police as Kristian Rafael Ramos, a resident of Ilagan City, was surrendered to authorities by his father after he allegedly shot a fellow student identified as Althea Vivien Mendoza.

In his car, police found live ammunition and a magazine believed to be that of a caliber 45 gun. A ballistic test is currently being undertaken to identify what type of firearm was used in the shooting.


Police further clarified that the two are not in a ‘dating relationship’ based on interviews with their friends and classmates.


It was known that the suspect tried to court the victim, but the latter rejected him, which might have caused Ramos to commit the crime.


As to the gun ban charges, police explained that the ban in relation to the October 30 village and youth polls is in effect until November 29.


Before the shooting, an investigation by police revealed that the suspect physically assaulted the victim. She then got out of the vehicle, but the suspect alighted from his car and later shot her in the neck, according to witnesses.


The suspect fled the scene following the incident but was surrendered to authorities, while the victim was ferried to a medical facility where she is now being treated.
