This is after Armando Wilson - Cordillera's top 2 Most Wanted Person and the alleged mastermind surrendered to Bucay police on Monday, March 20.

Wilson, the victim's relative, was identified by the four suspects as the mastermind in the killing, even claiming that Wilson paid them P100,000 to execute the heinous crime.

The four suspects who were earlier arrested are Rommel Paa – the gunman, Sonny Boy Tullas – the one who drove the motorcycle, Aldrin Alagao- the lookout and Abelardo Talape – the middle man.

As recalled, Sayen was heading to work the early morning of September 28 when he was shot twice by a riding-in-tandem.

He was said to have been tailed by the suspects and when they were nearing the curve going to Barangay Sta. Rosa, one of the suspects hit his motorcycle.

The other suspect, meantime, shot him in the back and behind the ears.

Sayen was ferried to the hospital by the members of Abra Provincial Mobile Force Company, but while being treated, he died.

With the help of CCTV footage in the area and individuals who witnessed the incident, police were able to track the suspects leading to their immediate arrest.
