Tabuk City COP seeks resolution declaring CPA and allied leftist organizations persona non grata

Tabuk City, Kalinga―A passage of a resolution declaring the Cordillera People’s Alliance and other allied organizations as persona non grata has been requested by Tabuk City Chief of Police PLTCOL Radino Belly during the Sangguniang Panlungsod Regular Session this February 22, 2021.


In the forwarded letter of Belly, it said the NTF-ELCAC Leveling Meeting with joint task forces (JRTFs) presided by the Directorate for Operations, Camp Crame dated January 27, 2021 sought for the declaration.


Belly said “the passage of a resolution declaring the Cordillera People’s Alliance and other allied organizations as persona non grata” shall be added to the resolutions declaring NPAs as persona non grata down to the barangay level in Tabuk City.

Problem with issuing the resolution


Councilor Atty. Zorayda Wacnang, during the SP session, asked for a clarification on who the allied organizations mentioned are in the letter. She said they could be declaring persona non grata to a legitimate organization.


“CPA okay diay CPA but can we issue a letter of clarification to the chief of police requesting for the identification of the allied organization that they are trying declare as persona non-grata,” asked Wacnang to the august body.

“And also one last thing adda ti mangmanggeg tayo nga issue tatta about red-tagging which is very very dangerous for some members who are not even considered as NPA or leftist but are just ally forces which are sympathetic to the various issues, social issues that we are facing in our country today so red –tagging is very dangerous because many are being incarcerated just because they are being red-tagged,” she added.


Councilor Eduardo Sacayle agreed to the request of Councilor Wacnang to state any reason for the declaration of persona non-grata against an organization.


“I’ll go with the statement of Councilor Zorayda ta madi tayo ammo nu anya dagitoy nga members iti allied nea ta baka met nu included tu met ditoy dagidiay youth kada teachers ay haan nga nasayaat sunga masapol nga mai attach nga mai attach,” he said.


The body then referred the request to the Committee on Peace and Order and shall invite PNP Tabuk for clarification in order to avoid troubles in crafting the said resolution.
