Tabuk City VM Dao-as on transmittal issues: "Apay haan kayo aya nadala ti bara-bara?"

Tabuk City, Kalinga – City Vice Mayor Bernard Glenn Dao-as explained the reason why he held back the transmittal of resolutions and ordinances involving millions of money which are supposed to have been transmitted to the Executive after signing by the majority of City Councilors – these resolutions and ordinances were those which the VM did not sign along with few other members of the council.

He said the resolutions and ordinances should be reviewed and inquiry should be made to ensure that funds of the local government will not be wasted.

The issue of non-transmittal was discussed after the letter of SP Secretary Reynaldo Delgado to the members of August body was sent asking the re-affixation of their signatures on Resolution No. 071 Series of 2020; Appropriation Ordinance No. 004, Series of 2020; Appropriation Ordinance No. 005, Series of 2020; and Resolution No. 142, Series of 2020.

What are these resolutions?

Resolution No. 071 Series of 2020 authorizes the City Government of Tabuk to enter into contracts of service with various individuals as advisers and consultants in the implementation of CLGU programs; Appropriation Ordinance No. 004 Series of 2020 is the authorization of Supplemental Budget No 3 involving P27, 144, 756.

Moreover, Appropriation Ordinance No. 005, Series of 2020 authorizes Supplemental Budget No. 04 involving an amount of P17, 325, 000. Lastly, Resolution No. 142, Series of 2020 grants the City Mayor to negotiate and sign agreement in behalf of the CLGU with the Development Bank of the Philippines for the Standby Letter of Credit which could amount to billions.

The councilors recalled that they already signed the said documents, but Delgado explained that City Mayor Darwin Estranero wrote him and asked for duly signed re-prints in lieu of the original documents.

This then sparked questions as to where the documents they have signed are and for what the re-print’s purpose is.

“Let me ask our Secretary, nu adda pay dagiay haan nga nagpirma, baka present da ditoy, ipapirma tayon. Kasi tapnu ipasa tayon ti bola kadagituy daduma nga offices,” said Councilor Ivan Yannick Bagayao.

Meanwhile, the SP Secretary shared that there is a case being prepared against the secretariat, “actually ket adda iti kaso nga maiprep-prepare iti Secretariat en.”

Dao-as who remained quiet for the first part of the discussion regarding on the matter said that all the documents being asked by the Mayor from the SP Secretary were transmitted by the latter to him and that he should not be blamed.

“Aminek met nga inted na kanyak,” he added.

Councilor Zorayda Wacnang then stressed that the SP Secretary’s Office should not be involved in the matter since they did their part of submitting all the documents to the Vice Mayor’s Office.

“Why would you involve the Secretary’s Office? It is not even discretionary on their part. Awan met ti discretion iti Secretary’s Office to forward or not to forward. Why would we even include the Secretary’s Office? Diyay met ti question ijay. They already forwarded the documents to the Vice Mayor’s Office,” she said.

Between the Offices of the Vice Mayor and City Mayor

Councilor Dick Bal-o, in the middle of the discussion, pointed out the cause of the problem, stating that it is between the Office of the Vice Mayor and the Office of the City Mayor.

“As far as the Sanggunian is concerned, the Secretary’s concern, nalpas met ti biang ti Secretariat, nalpas met ti biyang ti council. So why are we to again to re-print and re-sign ket naitransmit garuden ijay office ni Vice Mayor? Nu adda iti riri ijay, nu adda iti problema ijay, it’s between the Office of the Vice Mayor and the Mayor. Ti problema gamin, maapektaran tayon ah we are part of the Sanggunian,” he said.

Bal-o further stated that if they are going to grant the request to re-print and re-sign, it would be the same process because the documents shall pass the Office of the Vice Mayor. This was seconded by Wacnang.

“Ustu met diyay inbagan ni Atty. Bal-o tattay eh, magna metlang nga magna supposed to be ijay Vice Mayor’s Office,ta isu met garud dayta ti kasla nga procedure na. So may I just ask, is there any purpose that was written in the letter as to why they are asking for the original of the re-print even if it will not go to the Vice Mayor’s Office?” she said.

Delgado answered that the purpose written is to avoid delay of delivery of important public services because of the delay in the delivery of ordinances.

“Ammo yu gamin siyempre apay haan kayo nga nadala aya iti bara bara…, nagrugi ditoy purchase of lot nga bara bara... Kitaen yu ti nagkuwaan na kasla dagita bara bara nga ipa-approve da kadatayo, kitaen yu man ti nagbagsakan na,” Dao-as pointed out.

He added that they have to be more careful especially that it is the public’s money which is involved in the said documents.

“Haan met nga dakes nga agtanang tayo sagpaminsan ta ti involve ditoy haan tayo nga kwarta, kwarta ti taong bayan. Isunga nu maminsan ... protektaran tayo nu maminsan met ah,” he said.

Meanwhile, in an interview with Dao-as, he said that he inquired of the Office of COA and DILG regarding the matter and he also asked for the report from the Executive regarding the breakdown of the Covid-19 fund.

“Diyay kunak garud tattay nga ta ti napalpalabas nga bulbulan, alaldaw ket, approve kami nga approve lattan ngem kitaen tayo ti nagbanagan na, permi nga naidadanes iti siyudad tayo nga Tabuk. Dagiay lang ti reason ko, nag inquire nak gamin ijay COA, DILG tapnu met ah protektaran tayo iti pondo iti siyudad tayo tapnu haan nga masaysayang,” he said.

Dao-as added that for the sake of SP Secretary, he is going to transmit the documents to the Executive.
