Tanudan children protection council strategize sustainable aid for 5 orphaned children of Lubo shoot

Tanudan, Kalinga – To provide sustainable support to the five young children orphaned by the shooting incident in Upper Lubo, the Tanudan Municipal Council for Protection of Children (MCPC) crafted contingency plans for the children.


The MCPC members headed by Mayor Jaedicke Ross Dagadag convened for an emergency meeting regarding the matter this September 17 at the Davidson Hotel.


In an interview with Municipal Local Government Operations Officer, Lucas Ating, he relayed that the body anchored the plans to the core rights of children.

Survival and Development


Ating said that the first intervention under survival is for the council to make sure the 5 children, 10 is the eldest and 1 is the youngest, are well-nourished and healthy.


For this, there shall be a medical consultation, provision of vitamins and supplements, deworming, complimentary feeding program, monitoring of health status, and safety insurance for the children for a year-round.


Meanwhile, for educational development, the council will ensure that the education of the children will not be interrupted. Thus, there shall be a referral for educational assistance.


Also, Ating said that financial assistance will be given to the children.


Additionally, for the food and non-food items, the council will also give food packs and hygiene kits.

Burial Assistance


The municipal local government operations officer mentioned that the money spent during the wake of the children’s parents was just borrowed. This is why the council will also accomplish the needed requirements in order for them to avail of burial assistance from the Department of Social Welfare and Development.


Foster Care


As for the foster parents, the council will look for a temporary guardian who will look after the five children as they advise not to split them yet.


“Haan kuma a mabalin a pagsisinaen pay isuda ta kailangan da pay lang iti maysa ken maysa,” the municipal local government operations officer said.


According to the social worker who conducted an initial assessment, the 5 children are with their uncle since they are not allowed to occupy their house due to an yLubo belief.


“Adda gamin iti ugali da idiay Lubo kasla … a kunada, narugitan diay balay, haan da a mabalin nga agyan idiay dagiay ubbing, uray dagiay gamit haan da mabalin nga usaren,” Ating said.

Psychosocial Support


To relieve their trauma and to help them cope after the tragic death of their parents, the children will also undergo psychological first aid and sessions starting this September 2021 to March 2022.


Also, the guardian who will temporarily look after them will undergo counseling and other support systems for 6 months.


Moreover, the council is also eyeing to involve the community through the conduct of an Information Education Campaign on illegal drugs, mental awareness, Anti-Violence Against Women and Their Children Act of 2004, and responsible parenthood.


Management of donation for the children


With the outpouring donations as well as the fundraising and selling of goods initiated by individuals to give assistance to the kids, the Municipal Council for Protection of Children also plans to assign an individual to monitor and to account for the donation whether in kind or in cash.


Meantime, this plan crafted by the MCPC will be put into a resolution and will be endorsed to the Sangguniang Bayan for their adoption.
