TESDA - Kalinga satellite office now in Lubuagan

Lubuagan, Kalinga – To bring their services closer to the locals, the Local Government Unit of Lubuagan initiated the establishment of the Technical Education and Skills Development Authority (TESDA) satellite office in the municipality.


Mayor Charisma Anne Dickpus said that the presence of TESDA is an advantage to iLubuagen since they are given the opportunity to avail themselves of the agency’s programs without having to travel to the provincial center.


Dickpus underscored that it is the duty of the government not just to encourage but also to help its constituents to become productive citizens through the provision of such opportunities.

With the opening of their satellite office, TESDA recently launched several skills training and scholarship programs for interested iLubuagen such as the Bread and Pastry Production (BPP), Agriculture Trainings, and Production of Hybrid Rice.


“Adu met ti nagaget ken willing nga taga Lubuagan isunga nangi-provide tayo iti space para iti TESDA tapnu naas-asideg iti access da kadagita nga free training ket sapay kuma ta dagiti interesado ket mapan da latta agenroll ken ipapati da ti training,” she added.


According to Engr. Jose Artemio, Jr. of TESDA-Kalinga, the agency’s initial programs catered to the barangays of Western, Lower, and Upper Uma, Lubuagan. The programs came with training and communication allowances.

“All skills training nga i-of-offer ti TESDA tatta ket with scholarship fund. Because of this pandemic, adda ti allowances da. We are providing 500 pesos for the purchase of their PPE, facemask alcohol, cash or check and then 500 also nga internet allowance, kasi we are conducting lecture on basic competencies online for 5 days” Artemio disclosed.


Bread and Pastry Production (BPP) and Agriculture Trainings started last July 26, 2021, until August 20, 2021. As of now, there are 20 enrolees for Bread and Pastry production and 20 enrolees for Agriculture. The enrolment for the Production of Hybrid Rice will be next.


According to the TESDA- Lubuagan focal person Jeslyn Lumacdag, the trainings are done online and face-to-face.

Free training for beneficiaries


The selected beneficiaries will train for free and may also enrol in any of the following courses offered: Construction, Furniture Making, Farmers Field School, Organic Agriculture Production, Rice machinery Operation and Tile Setting which then will be open for enrolment soon.


TESDA Lubuagan Requirements for Program Admission includes the following:


  • Must be 18-59 years old

  • Photocopy of PSA/NSO Birth Certificates

  • Photocopy of Marriage Certificates (For married women)

  • Photocopy of High school diploma or College Diploma

  • Photocopy of Grades (for college level/undergraduate)

  • 3 pieces of passport—sized ID Pictures (must be white background, with collar shirt, no visible teeth, no nametag)

  • 2pieces 1x1 ID Pictures (must be white background, with collar shirt, no visible teeth, no nametag)
