Tinglayan, Kalinga concludes first assessment on Search for Healthy Barangay

Tinglayan, Kalinga – The assessment of the screening committee of the ecological solid waste management contest of the local government of Tinglayan concluded recently, according to the Municipal Information Office of Tinglayan.


Tinglayan has 19 barangays vying to be the champion in the Search for Healthy barangay -new category.


The first round of assessment determined whether the barangays which participated passed the criteria for judging the search.


Criteria for choosing the winner of the ‘healthy barangay’ contest include good governance indicators comprising 36 percent and service delivery indicators – 64 percent.

Good governance indicators pertain to the presence of plans, budget support for social services and infrastructure, implementation of the full disclosure policy, and presence of functional barangay-based organizations/committees.


Additionally, there should be an established BLGU office, the presence of an ordinance and its implementation, and best practices with complete documentation.


The service delivery, meantime, will look into the availability of water supply, sanitary toilets with waste disposal systems, income generation, peace and order and public safety, availability of health services, health practices implementation, nutritional status of the population, maternal and child morbidity and mortality rates and the provision of services to its constituents.

“Pumor-asan Academy” - Search involving schools


In the inspections conducted, the team also visited schools for the “Pumor-asan Academy” - a search intended for schools in the municipality to assess their support for the solid waste management endeavor of the local government.


As recalled, the contest was planned in the municipality to be implemented in September and October to promote ecological solid waste management in the municipality.


The local government unit of Tinglayan is expected to give away P460,000 worth of prizes to chosen winners through community projects.
