Tinglayan LGU promotes solid waste management thru barangay competition, P.4M at stake

Tinglayan, Kalinga – Tinglayan LGU, in its means to promote ecological solid waste management municipal wide, has set up contested activities this month of September.


The competitions kick-off this week, according to the Tinglayan Municipal Information Office, with the local government unit giving away P460,000 worth of prizes to chosen winners in the form of community projects.


The contested activities include the Search for Healthy Barangay, Healthy Household, “Pumer-asan” Program and Green Hand Innovation.


Said competitions were initiated in 2018 as a way to enhance the overall health of Ytinglayans.

These also target to strengthen, capacitate, and recognize Barangay LGUs in their health governance and health service delivery system and encourage community participation in different government programs concerning environment, health, social welfare, disaster-preparedness, as well as peace and order.


According to Larae Lactao, the screening committee from the offices of the Local government Unit and some from national-line agencies based in the municipality have started their task of going around communities in Tinglayan to inspect whether the participating barangays can be truly considered as a “Healthy Barangay”.


Factors to be considered in the “Search for Healthy Barangay”.

Criteria for choosing the winner for the ‘healthy barangay’ contest include good governance indicators comprising 36 percent and service delivery indicators, 64 percent.


Good governance indicators pertain to the presence of plans, budget support for social services and infrastructure, implementation of the full disclosure policy, and presence of functional barangay-based organizations/committees.

Additionally, there should be an established BLGU office, presence of ordinance and its implementation, and best practices with complete documentation.


The service delivery, meantime, will look into the availability of water supply, sanitary toilets with waste disposal systems, income generation, peace and order and public safety, availability of health services, health practices implementation, nutritional status of the population, maternal and child morbidity and mortality rates and the provision of services to its constituents.


“Pumor-asan” Academy


Meanwhile, for the Pumor-asan Academy - a search intended for schools in the municipality, a separate team will assess all elementary schools whether they are supportive of the solid waste management endeavor of the local government.


Judges will check the presence of supporting facilities for solid waste management such as wash areas, sanitary toilets, and compost pit among others. They will also check student discipline on proper waste disposal and parent-teacher involvement in solid waste management.

Statement of Mayor Gumilab


With the start of the search, Mayor Sacrament Gumilab encouraged all barangay officials, BLGUs, and individuals to participate, stressing that the prizes will not only benefit winners but also the community as a whole given that the prizes will be in the form of community projects.


Their participation in the program, he added, is also a must as the public’s cooperation is the key to achieving their goal of “Tongrayan Umunno-unnoy”.


"Development starts in our household and the barangay. When the barangay prospers, the municipality prospers. This search is our way to push and encourage our BLGU to excel in the implementation of their development programs vis-a-vis our MLGU programs,” Mayor Sacrament Gumilab said in a statement.
