Tinglayan now at PhilSys Step 2 registration


Tinglayan, Kalinga – The Step 2 registration or the collection of biometric data for the Philippine Identification System (PhilSys) is now being conducted in this town through the Philippine Statistics Authority-Kalinga, targeting the 5,283 individuals who have undergone the step 1 registration.


Now on its fourth day, the activity is expected to conclude on October 30, 2021.


Prioritized are individuals belonging to households with high-poverty incidence and were assessed during their STEP 1 registration last February 2021. However, changes in the number of targets are expected as there were unreported registrants who already underwent the Step 1 process.


“Adda possibility na a manayunan kasi adda dagidiay dadduma a nag-undergo iti Step 1 a haan a nai-report so ti basis mi, agdamag kami kadagiti barangays nu manu talaga ti population da,” Nixon Mendoza of PSA-Kalinga said in an interview.

In Tinglayan, all were tagged as priority barangays except for Barangay Ngibat and Poblacion.


During the Step 1 registration, prioritized individuals were visited by trained data collectors at their homes to gather their personal information, while Step 2 was brought closer by PSA-Kalinga with the goal of capturing the registrant's biometric information such as their iris scan, fingerprint scan, and front-facing photograph and the validation of information at their local registration centers.


Mendoza said they are serving 100-150 registrants in a day. When going to the registration center, he advised clients to observe health protocols to protect themselves from the Covid-19 virus.

“Kailangan da nga agsuot ti facemask tapos kailangan a naka T-shirt. Nu mabalbalin kuma ket haan ngay a dark color,” he said.


Likewise, registrants are told not to wear excessive make-up and earrings.


As of Monday, September 20, 2021, Mendoza said there are already 547 yTongrayans registered in the municipality for Step 2.


What’s next after the getting of biometrics data?


In a previous interview with PSA-Kalinga Supervising Statistician Specialist Randolf Laderas, he said that captured biometrics will be uploaded to the PRO or the central server, which will be linked later on to their demographic data for validation.


After validation, the data will then be sent to the Bangko Sentral ng Pilipinas for the printing of the IDs. PSA has already inked a Memorandum of Agreement to Philpost wherein the agency shall be in charge of the distribution of IDs.


Documents needed for Step 2 Registration


Step 2 registrants are advised to bring with them one supporting document, primary or secondary, which they have used during the Step 1 registration.


Registrants may bring one among primary documents to include PSA-issued Certificate of Live birth and government-issued identification document, Philippine Passport or ePassport issued by the Department of Foreign Affairs, Unified Multi-purpose Identification (UMID) card from GSIS or SSS or Valid Student Permit or Non-Professional/Professional Driver’s License.


If primary documents are unavailable, applicants may bring one among secondary documents such as PSA-issued Certificate of Birth/NSO-certified Live birth, LCRO-issued Certificate of Live Birth, PSA-issued Report of Birth, PSA-issued certificate of foundling, PRC ID, Senior Citizen’s ID, SSS ID, PWD ID, among others.


For walk-in applicants


Mendoza, during the interview, said they will accommodate walk-in applicants.

“They will be catered depende nu adda pay ti time mi iti aldaw. Kaspagarigan, nu diay target mi ti maysa aldaw ket 120-150, ket awanen immay kadagiti priority barangays, pwede kami metlang nga ag-accommodate iti walk-in,” he said.


When asked about assistance provided by the Local Government Unit of Tinglayan, Mendoza said the LGU is in charge of the accommodation, while barangays being accommodated are in charge of their lunch and snacks.
