Tinglayan, Kalinga receives GAWAD Kalasag Seal Award


Tinglayan, Kalinga – Evaluated as fully compliant, the Municipal Disaster Risk Reduction and Management Office (MDRRMO) of Tinglayan received on Friday, December 16, the Gawad Kalasag Seal for Local Disaster Risk Reduction and Management Councils and Offices (LDRRMCO).


Announced on November 8 this year, Tinglayan was among the 44 local government units in the Cordillera rated as fully compliant by the National Disaster Risk Reduction and Management Council.


Tinglayan Mayor Sacrament Gumilab and MDRRM Officer Clemente Basing-at personally accepted the award at New Town Plaza Hotel, Baguio City.


Those who achieved fully compliant ratings, according to NDRRMC, are those who generally adhere to the standards for the establishment and functionality of the LDRRMCOs.


As explained, the Gawad Kalasag serves as "a performance assessment mechanism" for all LGUs as they implement institutionalization of their DRRM offices and councils as well as their plans and programs as part of the mandatory provisions of Sections 11 and 12 of Republic Act No. 10121, including other policy issuances of the NDRRMC.


With the assessment, the National Risk Reduction and Management Council and the LGUs "can properly determine the challenges gaps in their LDRRM plan implementation processes", thus helping identify the concerns to address to function more efficiently and effectively.

"We are utterly grateful that our hard work and vigorous efforts in disaster preparedness, mitigation, and response have been recognized," Mayor Gumilab said in a statement.


He added the recognition is ‘a manifestation that LGU Tinglayan DRRMO is excelling in its mandates.’


With this, he encouraged the office to strive more in improving their services and equipped themselves with excellent knowledge and skills to cope with the ‘ever-changing disaster landscape’.
