Tinglayan Rural Health Unit in Kalinga now operates as primary care facility

Tinglayan, Kalinga – The Tinglayan Rural Health Unit is now licensed to operate as a primary care facility after passing the standards required by the Universal Health Care (UHC) Act.


Under said act, the Department of Health (DOH) will grant licenses for stand-alone facilities that provide the community they serve with initial contact, accessible, continuous, comprehensive, and coordinated primary care services.


Accordingly, the PFC licensing is important to fulfill the UHC Act’s goal to ensure that clients have access to affordable, safe, and high-quality services.

The license to operate was awarded by the DOH – Regional Office to Mayor Sacrament Gumilab, MHO – Dr. Aite Caren Liw-agan, LGU officials and other RHU staff last week at the municipal gymnasium.


With the health care unit getting the said license, Tinglayan RHU is now mandated to provide both individual-based and population-based primary care services such as immunization, nutrition services, family planning services, medical consultations, referral services, and minor surgical services among others.

MOA with KPH and CVMC


Apart from the license, Larae Lactao of the Municipal Information Office of Tinglayan relayed that RHU Tinglayan has signed a memorandum of agreement with the Kalinga Provincial Hospital and Cagayan Valley Medical Center.


In the MOA, KPH is responsible for providing pharmacy services, X-ray services, laboratory services, dental services, and ambulance services (Type 1) to the RHU’s referred clients.


As for CVMC, they are tasked with providing additional ancillary services such as mental health services, substance abuse therapy, rehabilitation, and physical therapy, and occupational and speech therapy to RHU’s referred clients.

Launching of PinasLakas Booster Campaign


Meantime, the RHU continues with its vaccination services by launching the PinasLakas Booster Campaign.


The campaign is ‘the Marcos administration’s way of boosting the country’s vaccine programs so that progress towards a more health-conscious and safer nation is assured.’


Tinglayan Mayor Sacrament Gumilab once again volunteered to take the first booster shot first in support of the campaign and to encourage Tinglayanos to also get their booster shots.


As prescribed, individuals must at least receive 2 booster shots to ensure their safety from the COVID-19 virus.
