Vice Mayor-aspirant ‘Dagul’ Tubban to strengthen Teachers’ incentive, SK Honorarium ordinance

Updated: Oct 13, 2022

Tabuk City, Kalinga - Atty. Henry “Dagul” Tubban, Jr. said he shall strengthen two ordinances, the Teachers’ Incentive and the Sangguniang Kabataan Honorarium if elected as Vice Mayor of Tabuk City.

He committed this during the Voter’s Education and Media Forum, for the Vice Mayoral Candidate’s Edition staged by COMELEC-Tabuk and the City Public Information Office on April 06, 2022 at Davidsons Hotel.

In said segment, Tubban was asked, “Among the ordinances you authored, is there an ordinance that needed to be strengthened to address the current or future circumstances, issues or situation?” of which he cited the abovementioned ordinances that he authored.

“Adu dagidiay naaramid tayu nga ordinansa, adu met dagidiay proposed ordinance tayu, maysa diay sitwasyon iti mimistra, ta adda diay ordinansa a nai-author ko, co-authors met lang amin panggep iti incentives iti teachers,” responded Tubban.

Tabuk City’s Ordinance 009 series 2020 otherwise known as “An Ordinance Providing Support and Compensation for Educators and Other Personnel in Basic Education” was approved in 2021.

Said ordinance provided that the amount of 500 pesos per month shall be granted to the beneficiaries for public school teachers in both elementary and secondary schools, including the non-teaching personnel that are hired by the Department of Education (DepEd) Tabuk.

“Ta ammo tayo a teachers iti maysa a masapul a maikkan iti attention ket adda daytoy a masapul a menmentaineran tayo. Ti teachers ket isu da ti second parent ti uubbing, isu da ti pappapanan da. Tatta a pandemic ket isu da ti narigrigatan,” he explained.

The monthly incentive had started to be given January this year.

Meanwhile, Tubban also cited SK Honorarium to be strengthened saying, “dagitoy kabataan iti maysa a sector a masapul a tulungan tayo.”

The ordinance proposing P500 monthly honorarium to SK officers in Tabuk City was approved on the third reading in November 2021. He said it signifies the city's local government’s commendation for the demanding work of the youth council and that their roles in governance are being taken seriously.

“Masapul tayo iti partner in Nation Building, masapul tayo dagitoy kabataan as partners tapnu makatulong da iti komunidad. Isu da met iti makatulong iti amin a programa. So diay maited nga honorarium iti kabataan ket maysa a mang-inspire kanyada, so diay iti ma-strengthen met laeng,” Tubban said.
