Water consumers in Bulanao, Tabuk complain over ‘poor and irregular supply of water’

Tabuk City, Kalinga – Several Tabuk Water consumers raised their complaint to the city government through the city council for the poor and irregular supply of water in some areas in Bulanao Norte and Bulanao Centro.


In a complaint letter, the consumers of said barangays and other areas in the city expressed their concern that they have been enduring for more than five years.


Complaint of Tabuk Water consumer


In said letter, the complainants relayed that the water supply that run from around 9:00 PM or 10:00 PM up to 6:00 AM is insufficient.

“The water supply during the day would come at around lunchtime, and would only last for a couple of hours. Some days, no water at all. Some of our establishments close at 6:00 or 7:00 pm. We are not around the time of your water schedules, which is a hassle, for we could not save water in our regular size drums. This is only we could afford for now, ordinary size barrels. We could not afford big tanks as suggested by the employees of the department,” reads the complaint.


Moreover, the complainants stressed that most of them could not even utilize the 10 cubic meters minimum water consumption, adding that it is unfair for them to pay the minimum required when they struggle with ‘poor and irregular supply of water.’


“In addition, there are also other urbanized "puroks" complaining about soiled or uncleaned water. Households and commercial establishments have to drain it out for an hour or a couple even, before a better h20 is safe to use. To tell it frankly, it is dirty. The office of Tabuk Water is billing us for tainted water, which we have to void or discharge for hours. The people of Tabuk City have been hustling for good water for months or years already as we speak. Generally speaking, we do not have good or satisfactory water flow for the whole day every day. It's always a problem, very unsatisfactory,” said the consumers.


According to Joan Laid, one of the complainants who attended the city council’s regular session on April 11, they referred the issue to the service provider, but the office kept saying that they are waiting for the approval of the city government.

“…kasi po pabalik-balik kami sa Tabuk Water, ang lagi pong sinasabi, humihingi daw po sila ng approval sa city… di namin alam, basta sabi nila approval,” Laid said.


Response of SP – Tabuk City


Sangguniang Panlungsod of Tabuk led by Acting Vice-Mayor, Atty. Zorayda Mia Wacnang explained that Tabuk Water usually seeks authorization from the council for major repairs or replacement of equipment.


However, the Committee on Oversight said that they have not received any request from Tabuk Water.

“All matters regarding Tabuk Water, is always referred to the Committee on Oversight ta isuda ti mangkita nu adda magatang, nu adda dagiay kailangan ti Tabuk Water. So as far as the Sangguniang Panlungsod is concerned, they did not receive any request for replacement or request for repairs from the Tabuk Waters, so we will look into it,” related Wacnang.


Chairman of the Oversight Committee, Atty. Ivan Yannick Bagayao assured they will coordinate with the Office of the Mayor and the water service provider for the matter’s resolution.


The complaint was likewise referred to the Committee on Trade.
